Organizational Change Management (OCM) Training Specialist

The Office of Inspector General (OIG), Office of the Chief Information Officer (OCIO), provides comprehensive Information Technology (IT) services supporting approximately 2,000 end users across more than 60 global locations. OCIO ensures the delivery, sustainment, and evolution of IT capabilities essential to the OIG mission, including database administration, storage management, application services, mobile device management, IT asset management, network transport, domain services, and service desk operations.

The Organizational Change Management Training Specialist will lead organizational change management, communications, training, readiness, and adoption activities across all ServiceNow platform maturation and solution implementation efforts. This role is responsible for assessing impacts, engaging stakeholders, preparing users, developing training content, and driving successful adoption of new capabilities within the OIG enterprise.

Responsibilities

• Lead organizational change management efforts supporting ServiceNow platform enhancements, new capabilities, and solution deployments.
• Conduct stakeholder identification, mapping, and engagement activities to ensure alignment and awareness across mission areas.
• Assess organizational, process, role, and user impacts associated with ServiceNow changes and new solutions.
• Develop and executeOrganizational Change Management. strategies and communications plans tailored to user groups and mission needs.
• Conduct readiness assessments and track preparedness across stakeholder communities.
• Define and document future-state processes and workflows.
• Develop instructor-led training, self-service training content, and user-focused instructional materials.
• Prepare job aids, user guides, knowledge articles, and internal communications supporting successful adoption.
• Gather user feedback, adoption metrics, and usability insights to drive iterative improvements.
• Identify training gaps, adoption challenges, and change barriers; recommend targeted solutions.
• Provide ongoing knowledge-transfer activities to Government personnel to ensure long-term sustainment.
• Coordinate closely with functional teams, architects, developers, testers, and Government stakeholders.

Qualifications

• Active Secret clearance.
• IAT Level II certification (e.g., Security+ CE or equivalent).
• Bachelor's degree in communications, organizational development, education, business, or related field.
• 6+ years of experience in organizational change management, training development, communications, or user adoption roles.
• Experience supporting IT modernization, digital transformation, or enterprise platform implementations.
• Strong understanding of change management frameworks, communication planning, training methodologies, and user-adoption metrics.
• Excellent written and verbal communication skills, with the ability to create clear and effective instructional material.
• Demonstrated ability to engage diverse stakeholder groups and manage change within complex organizations.

Preferred Qualifications

• Experience with Organizational Change Management and training for ServiceNow implementations.
• Prosci, ACMP, ATD, or similar OCM/learning certifications.
• Experience supporting federal government IT programs.
• Familiarity with ServiceNow ITSM, ITOM, CMDB, workflows, and user experience considerations.
