Job Description

Duties

  • Performs services as a SAP Information System Security Officer (ISSO).
  • Develops and documents system standard operating procedures and provides guidance to management.
  • Provides technical assistance, a systems advisory service, and training.
  • Serves as IT Asset Manager and equipment custodian to squadron and group commanders and client systems representative.

  • Needs to obtain and maintain approval to access the portfolio of Special Access Programs required to perform daily duties. A non-disclosure agreement must be signed.

  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Must attain appropriate DoW approved cybersecurity baseline certificate(s) applicable for cybersecurity functions required for the DoW position held, within six months of filling position.
  • Security Cooperation Foundational and Proficiency Level: must attain DoD Security Cooperation Workforce (SCW) Certifications and complete related continuous learning requirements within the appropriate timeframe.
  • Must attain and maintain successful SC work experience with a performance appraisal rating of 3 or better. 40 hours of continuing education (CUE) every 2 years for Foundational and 60 hours for Practitioner.
Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirement for 2210 series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of IT related experience at the next lower broadband NH-1, equivalent to the next lower grade GS-04, or equivalent in other pay systems, which demonstrates each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

EDUCATION: Bachelor's degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of IT security principles, concepts, practices, products and services, and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures.

2. Knowledge of IT customer support concepts and methods, installed operating systems, network systems, applications, protocols, and equipment, and the IT infrastructure sufficient to serve as senior customer technical analyst with responsibility for resolving the most complex customer problems related to Special Access Program (SAP) IT systems.

3. Knowledge of the latest advancements in technology to initiate corrective or preventative action to ensure optimum performance of the system.

4. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers.

5. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems and provide support that minimizes interruptions in service to customers.

6. Ability to communicate orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-2 equivalent to a GS-05 to GS-11.
