  • Develop and present concepts regarding complex and dynamic operational environments.
  • Monitor Operational Preparation of the Environment (OPE) activities in support of current and emerging operational requirements.
  • Ensure integration of automated intelligence processing systems to enhance operational awareness, synchronization, and mission execution.
  • Produce full-profile ASO (Advanced Special Operations) operational projects to include phased operational objectives, resource alignment, and execution frameworks designed to ensure mission success across multiple echelons and time horizons.
  • Conduct financial and logistical oversight of ASO resources and ensure compliance with applicable doctrine, policy, and regulatory frameworks.
  • Create technical resource, synchronization, and logistical supporting plans.
  • Track and synthesize operational reporting to provide executive-level extracts.
  • Develop and apply internal guidance as required to support lawful and effective mission execution in dynamic interagency operational environments.
  • Provide guidance regarding regional campaign plans and current and emerging operational requirements.
  • Determine measures of effectiveness, performance, and validation criteria for ASO operators and operational outputs.
  • Integrate multiple intelligence disciplines and operational reporting streams to assess accuracy, reliability, and mission relevance of ASO and OPE products.
  • Evaluate operational effectiveness and ensure alignment with command objectives.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is designated Tier 5, Special Sensitive, High Risk and the incumbent is required to obtain and maintain a Top Secret Security Clearance Level with Sensitive Compartmented Information (SCI) access as a condition of employment.
  • U.S. Army Special Forces qualification and experience; Advanced Special Operations Training (ASOT) Level 3 is required.
  • Position is subject to provisions of the Drug Free Workplace Program IAW AR 600-85 and DoD Directive 2010.9.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program in accordance with AR 600-85.
  • Signing of a DA Form 5019 acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position.
  • Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.
  • TDY travel conducted approximately 15% for staff assistance visits, coordination conferences, and OPE support activities.
  • TDYs will be to both CONUS and OCONUS locations to support contingency operations as required. OCONUS TDY risks include crime, disease, and confusion based on language differences.
  • Incumbent is subject to no-notice call-in during non-duty hours for crisis action, contingency deployments and other short notice operations.
  • IAW AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.

Specialized Experience: One year of specialized experience which includes 1). Establish validation criteria and develop regional campaign inputs that mature and adapt across dynamic conditions; 2). Monitor reports to resolve operational issues with interagency partners ensuring the development of resource alignments; and 3). Provide guidance regarding regional campaign plans and current and emerging operational requirements to maintain organizational compliance.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).
