Enterprise Architecture & Data Task Lead

Razor is seeking an experienced Enterprise Architecture & Data Task Lead to serve as the primary point of contact supporting the DoD Cyber Crime Center (DC3) Information Technology (XT) Directorate under the DC3 Technical, Analytical, and Business Operations (TABO) program.

This designated Key Personnel position is responsible for managing contractor personnel and technical activities spanning enterprise architecture, data strategy, cloud infrastructure, DevSecOps, business intelligence, AI/ML, information management, and operational IT support.

Clearance Requirements

• Active TS/SCI clearance required.
• U.S. citizenship required.

Certification Requirements

- Current Project Management Professional (PMP) certification required.
Key Responsibilities

• Serve as the primary point of contact supporting the DC3 XT Directorate.
• Provide overall management and oversight of contractor and subcontractor personnel and technical activities.
• Coordinate communication between Government stakeholders and contractor teams.
• Track requirements, deliverables, milestones, risks, and performance to support Government monitoring and evaluation.
• Ensure technical activities and deliverables meet PWS requirements, schedules, and quality standards.
• Support financial, staffing, resource, and business processes associated with contract performance.
• Identify and proactively communicate technical, programmatic, staffing, and resource risks.
• Lead the development, maintenance, and execution of enterprise architecture across the DC3 IT environment.
• Oversee enterprise data strategy, including data lakes, data governance, data management, and modernization initiatives.
• Provide leadership across DevSecOps, hybrid cloud infrastructure, information management, Business Intelligence, AI/ML, and operational IT support.
• Oversee technical teams supporting CI/CD pipelines, Infrastructure as Code (IaC), Configuration as Code (CaC), and cloud modernization.
• Coordinate transition-in and transition-out activities with Program Management leadership.
• Maintain accountability for the quality, efficiency, and execution of assigned technical workstreams.

Required Qualifications

• Demonstrated experience leading complex enterprise IT or technical programs within a DoD, Intelligence Community, or other federal environment.
• Experience managing multidisciplinary technical teams and Government stakeholders.
• Strong understanding of enterprise IT architecture, data, cloud, cybersecurity, and modern software delivery environments.
• Experience managing technical requirements, deliverables, risks, resources, and performance.
• Strong communication, leadership, and organizational skills.

Preferred Qualifications

• Experience developing and managing Enterprise Architecture within a DoD or Intelligence Community environment.
• Experience with AWS GovCloud and Azure IL4/IL5/IL6 environments.
• Experience with data governance, data lakes, Business Intelligence, Knowledge Management, and enterprise data strategy.
• Experience with DevSecOps, CI/CD pipelines, Infrastructure as Code, and Configuration as Code.
• Experience supporting AI/ML model development, validation, deployment, and production environments.
• Familiarity with CADO-IS enterprise architecture frameworks and DoD data management standards.
• Experience supporting DC3, AFDW, USCYBERCOM, or similar DoD cyber mission organizations.
