Cybersecurity & IT Operations Task Lead

Razor is seeking an experienced Cybersecurity & IT Operations Task Lead to provide senior leadership across integrated Information Technology (XT), Cybersecurity (CS), and Chief Information Officer (CIO) functions supporting the DoD Cyber Crime Center (DC3) Technical, Analytical, and Business Operations (TABO) program.

This position will serve as the primary point of contact for integrated XT-CS-CIO activities, coordinating enterprise IT, cybersecurity, risk management, governance, and strategic initiatives across multiple DC3 directorates.

The Task Lead will oversee contractor personnel and technical activities while providing leadership in DoD cybersecurity, enterprise IT governance, Risk Management Framework (RMF), strategic planning, IT investment management, budgeting, and cross-functional technical operations.

Clearance Requirements

• Active TS/SCI clearance required.
• U.S. citizenship required.

Certification Requirements

• Current Certified Information Systems Security Professional (CISSP) certification required.
• Current Project Management Professional (PMP) certification required.

Key Responsibilities

• Serve as the primary point of contact for integrated XT-CS-CIO functions.
• Provide leadership and oversight across enterprise IT, cybersecurity, governance, and strategic initiatives.
• Coordinate Government stakeholders, contractor personnel, subcontractors, and technical teams.
• Ensure IT and cybersecurity activities align with DC3 mission requirements and strategic priorities.
• Implement and maintain cybersecurity compliance frameworks, including NIST, RMF, ISO 27001, CMMC, and applicable DoD requirements.
• Oversee cybersecurity risk assessments, vulnerability management, security testing, and remediation activities.
• Coordinate internal and external cybersecurity audits and assessments.
• Lead cross-functional teams and manage dependencies across IT and cybersecurity projects.
• Support incident and crisis response activities, including detection, containment, remediation, and recovery.
• Oversee third-party security and technology vendors and ensure acquisitions meet applicable cybersecurity requirements.
• Support enterprise IT strategic planning, workforce planning, budgeting, investment management, and resource allocation.
• Promote cybersecurity awareness and security-focused practices across the organization.
• Identify and proactively communicate contractual, technical, security, staffing, and resource risks.
• Maintain accountability for the quality and efficiency of contractor performance.

Required Qualifications

• Minimum 5 years of IT leadership experience with responsibility for enterprise IT programs, operations, and performance.
• Minimum 5 years of IT strategic planning experience supporting enterprise technology objectives and priorities.
• Minimum 5 years of IT workforce management experience, including workforce planning and resource requirements.
• Minimum 5 years of IT budgeting experience, including annual and multi-year planning, programming, and budgeting.
• Minimum 5 years of IT investment management experience, including evaluating and managing enterprise IT resources and investments.
• Minimum 5 years of Information Security and Privacy experience, including implementation and oversight of enterprise information security programs.
• Minimum 5 years of experience supporting Digital Equity and Accessibility requirements for enterprise information and communications technology.
• Demonstrated experience leading cross-functional IT and cybersecurity teams within complex enterprise environments.

Preferred Qualifications

• Experience with NIST SP 800-37, NIST SP 800-53, RMF, ATO, and continuous ATO (cATO) processes within DoD environments.
• Experience with ISO 27001 and CMMC compliance requirements.
• Experience leading enterprise IT and cybersecurity organizations within the DoD or Intelligence Community.
• Experience with cybersecurity risk management, vulnerability management, incident response, and compliance.
• Experience with third-party vendor security and Supply Chain Risk Management (SCRM).
• Experience with enterprise IT portfolio management, budgeting, acquisition, and governance.
• Experience supporting DC3, AFDW, USCYBERCOM, or similar DoD cyber mission organizations.
