Security Program Analyst

The Security Program Analyst will provide professional program management assistance to OSI staff in the implementation and management of USCIS-wide active assailant policies, standards, procedures, actions, activities and best practices required by Executive Orders, Federal laws, Regulations, DHS and USCIS Directives & Instructions or OSI direction. As the Subject Matter Expert you will assist OSI in fulfilling its responsibilities for strategic enterprise security management and mission criticial USCIS security functions.

Responsibilities

• Active Assailant (Shooter):
  • Provide active assailant exercise development, evaluation, and after action/lessons learned support using the Homeland Security Exercise and Evaluation Program.
  • Review USCIS programmatic documentation for adherence to active assailant compliance requirements. Identify gaps or compliance exceptions for OSI attention or action.
  • Review USCIS programmatic documentation for adherence to active assailant compliance requirements. Identify gaps or compliance exceptions for OSI attention or action.
  • Assist in the development, management and scheduling of OSI active assailant action plan template to remedy USCIS gaps or compliance exceptions.
  • Develop (or assist in the development of) and deliver (or assist in the delivery of) OSI products or services to maintain USCIS compliance, or remedy gaps or exceptions, to the USCIS active assailant program.
  • Assist in the development and documentation of active assailant policies, procedure and practices to reduce the reoccurrence of identified USCIS gaps or compliance exceptions.
  • Prepare in draft form for the Government, technical reports, briefs, documents and papers that support field active assailant program initiatives.
  • Maintain databases, web content, records, or other files as needed.
  • Provide a monthly status report by the 5th day of the month summarizing support to active assailant initiatives, programs and exercises.
  • Prepare and present white papers and progress reports; assist management with analysis of costs, schedules, and performance of the work.
• Security Program Analysis and Reporting:
  • Provide Operations Security (OPSEC), Active Assailant, and Facility Operational Security Planning expertise, technical assistance, and support to OSI Regional Security Chiefs/Deputies, and Field Security Managers. Assist in quality management and review of variety of Security Plans and Reviews.
  • The contractor may require access to Secret information to assist the Government with development of security countermeasures in response to classified USCIS facilities-related surveys, assessments and data. The contractor will be required to effectively assist with developing security countermeasures for the Government and will have to know the threat or vulnerability which requires countermeasures. This information may come from classified sources which include HSDN and countermeasures for SCIFs.
  • Provide subject-matter expertise in support of the regional Operations Security (OPSEC) program to include assisting with implementation of regional OPSEC planning, awareness, training, and assessments.
  • Provide subject-matter expertise in support of the regional active assailant program to include assisting with implementation of active assailant planning, awareness, training, and assessments.
  • Recommend physical security countermeasures or solutions to technical and programmatic challenges.
  • Prepare in draft form for the Government, technical reports, briefs, and papers that support field security program initiatives.

Qualifications

• Ability to maintain databases, web content, records, or other files as needed.
• Ability to prepare monthly, quarterly, or annual reports to support security program objectives.
• Able to travel to USCIS locations within the contiguous United States.
• Travel requirement will be 25% or less of the work schedule annually.
• Performs work under general supervision.
• Require BA and 2-4 years of experience in field security programs.
• Secret clearance or ability to obtain secret clearance.
