Test and Evaluation Manager (T&E) - Mobility

ARS is seeking a Senior Test and Evaluation Manager to support aeronautical systems test and evaluation activities at Wright-Patterson AFB. Seeking an experienced Senior Test and Evaluation Manager to provide senior-level support for the design, planning, execution, analysis, and reporting of DoD test and evaluation programs for aeronautical systems, subsystems, and equipment at Wright-Patterson AFB. The successful candidate will develop and review T&E strategies, plans, procedures, reports, and acquisition documentation; coordinate test resources, facilities, integrated test activities, and major program reviews; analyze test data and alternative test approaches; and provide recommendations that balance technical performance, cost, schedule, and program objectives. Candidate must possess an active Secret clearance.

Responsibilities include:

• Apply knowledge of DoD test and evaluation processes to support the design, planning, execution, analysis, and reporting of T&E programs for aeronautical systems, subsystems, and equipment throughout the acquisition life cycle.
• Develop, review, maintain, and update T&E strategies, test plans and procedures, test and evaluation management plans, test reports, acquisition strategies, requirements, objectives, and other test-related program documentation.
• Review T&E-related requirements and acquisition documentation supporting pre-award actions, development of evaluation criteria, contractor proposal evaluations, source selections, and post-award documentation.
• Evaluate the level of effort, resources, facilities, instrumentation, and integration required to develop executable T&E programs; assist in scheduling and securing required DoD and civilian test resources.
• Participate in major program reviews, design reviews, inspections, conferences, test plan working groups, executive independent reviews, program evaluations, integrated test teams, test readiness reviews, and milestone events.
• Coordinate test activities and requirements with program office customers, weapon system contractors, other USAF organizations, Allied test organizations, DoD agencies, and higher-level test organizations such as OSD/Director of Operational Test & Evaluation (DOT&E), as required.
• Assist in the coordination of Acceptance Test Procedures (ATP), delivered-item testing, associated plans, and standardization or oversight requirements with Government and contractor stakeholders.
• Conduct research and technical analysis to define minimum test requirements, task scope, alternatives, and test strategies; identify potential solutions to complex test problems, issues, facility limitations, and resource constraints.
• Determine the capability and availability of major DoD and civilian test resources and facilities, including those required for flight and ground testing of aircraft, subsystems, and components.
• Perform tradeoff studies and recommend alternative test strategies and approaches to senior leadership based on technical performance, cost, schedule, risk, and program constraints.
• Support material solution analyses and design reviews; prepare technical documentation and presentation materials and evaluate schematics, parts, drawings, and other technical data for compliance with applicable military and commercial standards.
• Review and analyze equipment interface and aircraft configuration issues; support Configuration Control Board activities and identify potential updates to TCTOs, Engineering Change Orders, Illustrated Parts Breakdowns, drawings, and related technical data.
• Support engineering studies, test procedure development, repair capabilities, maintenance and inspection requirements, and analysis of maintenance and reliability data from systems such as REMIS and IMDS.
• Provide test data collection support; assess data sufficiency, collection methodology, instrumentation, and procedures; perform data reduction and analysis using Modeling and Simulation, computer simulations, or other analytical tools as appropriate.
• Recommend test data requirements and use analysis results to identify changes to testing techniques, procedures, or areas requiring additional investigation; use ETIMS/CITOMS and other applicable Air Force systems as needed.
• Other duties as assigned.

Qualifications/ Technical Experience Requirements:

• Advanced degree (MA/MS) with at least 12 years of experience in the applicable technical or professional discipline, including at least five years of DoD experience; OR bachelor's degree (BA/BS) with at least 15 years of applicable experience, including at least five years of DoD experience; OR at least 20 years of directly related experience with applicable certifications, including at least eight years of DoD experience.
• Possess an active Secret clearance.
• Recognized senior-level expertise in DoD Test and Evaluation, with the ability to independently perform complex assignments and provide technical guidance across integrated program teams.
• Advanced knowledge of DoD acquisition and T&E processes, including test strategy development, developmental and operational test planning, test execution, analysis, reporting, and major acquisition or test milestone support.
• Working knowledge of aircraft or aeronautical system flight and ground testing, integrated test activities, test resource and facility planning, technical documentation, data collection and reduction, Modeling and Simulation, and configuration management processes.
• Ability to analyze technical, cost, schedule, performance, resource, and test-risk information; resolve complex or competing requirements; and communicate recommendations effectively across program office, Government, contractor, engineering, and test organizations.
