Position Summary:
USCENTCOM is furthering its efforts to meet complex strategic demands by integrating experienced master defense analysts into its J5-Plans divisions. This initiative is driven by new Department of War Guidance, including Global Campaign Plans and condensed planning timelines, which require a higher tempo of strategic support. These analysts are crucial for assisting with all phases of planning, from campaign to crisis-action, while managing force flow, global defense posture, and assessing campaign plan effectiveness. Their role also involves extensive coordination with the Department of War, the Joint Staff, other commands, and international partners; articulating USCENTCOM and component posture requirements; managing coalition contributions; securing access, basing, and overflight (ABO) agreements; and integrating emerging technologies like Artificial Intelligence (AI), to streamline and modernize the war planning process.
Job Duties:
• The contractor shall execute all aspects of the Joint Operational Planning Process (JOPP), from initial Mission Analysis through Course of Action (COA) development, analysis (wargaming), comparison, and the final decision. Following COA selection, the contractor will translate the commander's mission, intent, and guidance into detailed plans and orders that direct subordinate actions. A critical function is ensuring a coherent transition from planning to execution by conducting an orderly handover to the staff and leadership, providing them with the situational awareness and strategic rationale behind key decisions. To support this entire process, the contractor will continuously maintain running estimates, allowing for the dynamic refinement of all plans and orders.
• Provide analyses and recommendations for high-priority USCENTCOM planning efforts involving joint, interagency, and multinational partners and allies.
• Provide analysis and recommendations for USCENTCOM posture in the AOR including posture initiatives and emerging requirements. This includes prioritization and recommendations for DoW directed posture reviews.
• Provide support to the planning efforts of counterparts in USCENTCOM Component Commands, other key Combatant Commands, the Joint Staff, the Office of Secretary of War, counterparts in other Federal departments and agencies, and other Directorates.
• Provide planning expertise regarding the Joint Operational Planning Process, Joint Operational Planning, Execution System and Joint Doctrine.
• Provide support to prioritizing and communicating ABO requirements for campaign, contingency, and crisis action planning and execution.
Required Experience:
• Hold a bachelor’s degree
• Have at least 5 years of planning experience, and
• Have a minimum of 3 years planning experience at the Geographic or Functional Combatant Command Headquarters.
Preferred Qualifications
• Graduate of Joint Advanced Warfighting School (JAWS), School of Advanced Military Studies (SAMS), School of Advanced Warfighting (SAW), Maritime Advanced Warfighting School (MAWS), or Senior Service College.

• Assist with development of an iterative process and methodology that will provide a clear strategic assessment of the Combatant Command Campaign Plan that is synchronized by the CCJ5 Assessment Division. Contractor shall provide technical and systems analysis, review, planning, general staff support, database development and input, research, review and evaluation, documentation preparations and production services to complement the CCP assessment process. Recommend ways to improve the assessment process annually. Contractor will brief and assist with CCJ5 Campaign Plans assessment working groups on the assessment of their lines of effort in the CCP.
• The contractor shall attend the Joint Staff and OSW sponsored conferences supporting the Joint Staff Support to the Strategic Analysis (SSA) program as appropriate in support of USCENTCOM interests and shall support the USCENTCOM position alongside a US Government Official at these conferences and during staffing of follow on products. The contractor will review courses of action presented by the Services, Service component commands, DoW agencies, and military organizations to assess adequacy of resource and force generation plans toward achieving DoW’s goals. Organizes and executes working groups and conferences to coordinate resourcing and synchronize activities in support of campaign execution. Analyzes campaign plan and execution to identify shortfalls in resources, authorities and capabilities. Analyzes lessons learned, assessments and wargame outcomes and provides recommendations on campaign activity adjustments. Collaborates across the command, components, interagency and partner nations to resource and integrate campaign efforts. Provides advice and recommendations to enhance alignment of campaign OAIs.
• The contractor shall develop and maintain relationships with other CCMD planning staff in order to ensure required cross-CCMD seam issues are accounted for in planning, especially where plans are required for the same problem set at multiple CCMDs.
• The contractor shall utilize the proper coordination of FOIAs and MDRs according to legal standards set by the various laws governing the processing, declassification, and release of information from designated USCENTCOM files. This includes thorough searching of files controlled by CCJ5 for information relevant for government personnel to determine declassification and ability to disseminate of information based on a detailed knowledge of existing legal statutes and advising the CCJ5 on the FOIA and MDR Program in accordance with USCENTCOM directives. The contractor shall assist in the preparation of the Long-Range Planning Element of the USCENTCOM battle staff for the annual INTERNAL LOOK exercise.
• The contractor shall review and provide recommendations regarding the USCENTCOM requirements to be presented in various forums to include the Joint Quarterly Readiness Review, the Joint Functional Capability Boards, Joint Requirements Oversight Council, and on the Commander's Integrated Priority List.
