Telecommunications Specialist (Program Manager)

Duties

• Serves as Telecommunication and Information Technology Projects Program Manager for the Joint Communications Unit.
• Delivers technical expertise and modernized telecommunications to maintain state-of-the-art information management programs for all supported organizations.
• Leads and oversees project related functions which prepare, guide, monitor, control, and report the activity effort in meeting implementation objectives throughout the life cycle of projects.
• Manages project databases to track planning, budgeting, and life-cycle configurations of authorized programs.
• Directs project databases and policies to manage budgets, resources, and status reports for Headquarters and participating organizations.
• Serves as representative at all Requirement Review Boards, Change Management Boards, and Vulnerability Management Boards. Maintains liaison with multiple inter-agencies and vendors.

• Must be able to obtain and maintain a TOP SECRET security clearance with Special Compartmented Information (SCI).
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening prior to appointment and periodically thereafter.
• Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
• May require TDY travel up to 30 days CONUS and OCONUS up to 20% of the time.
• In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role: Foundational qualification requirements within 9 months.
• In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role: Resident qualification requirements within 12 month.
• In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role: 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
• Must obtain COR certification within 12 months of entrance on duty.

Specialized Experience: One year of specialized experience which includes managing telecommunications and IT projects that support joint and special operations missions; developing and fielding secure, interoperable communications systems while managing requirements, budgets, lifecycle replacement, and configuration control; and coordinating with cybersecurity personnel, contracting offices, vendors, and senior leaders to maintain system readiness, compliance, and modernization.
