Senior Cost Analyst

Overview

This position requires at least 15-years of combined industry and government acquisition experience of which 5-years shall include duties/assignments specifically in support of DoW space acquisition programs. Experience with nuclear delivery systems highly desired. Master's degree in Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, or Statistics. \\r\\n\\r\\n

Responsibilities

• The applicant will help define military nuclear delivery system scope, requirements, configurations, and identify, track, and quantify technical, cost, and schedule risks in a science and technology environment
• The applicant will be responsible for developing and delivering cost estimates and analyzing Integrated Master Schedules (IMS) for nuclear delivery defense acquisition projects
• Applicant will be responsible for creating estimates using ACEIT software
• Applicant will be responsible for understanding EVM and schedule estimating, substantiation of confidence level generation, and schedule/prediction analysis to monitor/extrapolate cost/schedule performance during mission execution
• The applicant should be familiar with stochastic modeling and have an understanding of how to apply sophisticated statistical and analytical techniques and convey the meaning of the results to DOW decision makers
• This position has daily interfaces with government personnel, prime contractors, and regular travel to Kirtland Air Force Base (KAFB), NM and occasional travel to other government and contractor facilities.
  
  Air Force Research Laboratory Space Warfare Directorate:
  • The AFRL/RJ is located at Kirtland Air Force Base, N.M. The organization leverages multidisciplinary expertise to pave the way for development of future satellite systems, rocket propulsion and space domain awareness capabilities. The Directorate consists of an integrated team of military, civilian, and on-site contractors.
  • AFRL executes the Science and Technology appropriations of the Department of the Air Force (DAF).
    
    Skills Required
    
    Applicant must have a strong understanding of system engineering, subsystem technical relationships, engineering trades, technology development and risk and system maturity
    • Applicant must be proficient in performing cost estimating activities such as cost analysis, statistical analysis, WBS development, and risk analysis
    • Applicant must have working knowledge of M/S Project
    • Proficiency with M/S office applications required, i.e., Word, PowerPoint, and Excel
    • Excellent verbal communication, written, and quantitative analytical skills required
    • Applicants must have experience with cost estimating principles and DoW acquisition policies
    • Applicants should have a working knowledge of project management processes, earned value management, and project scheduling
    • Knowledge of DoW Budget cycle desirable
    • Knowledge of quantitative analytic techniques, and a working knowledge of ACEIT highly desirable
    • Secret security clearance required, Top Secret clearance desirable.
    • U.S. citizenship required.

      Bachelor's degree required, preferably in math, engineering, business, or the sciences.
