INVESTIGATIONS AND INQUIRIES SPECIALIST

Duties

• Serves as an Inspector General, Investigations and Inquiries Specialist for external assessments and audits.
• Supports the USCENTCOM command inspections program by offering expertise, direction, and guidance on procedures and process for executing a full range of inspection support services that cover a diverse range of subjects and areas.
• Assisting with Inspector General (IG) investigations and assistance support services.

• The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
• This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. CONT'D
• Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
• Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
• Work may occasionally require travel overseas to remote locations with the CENTCOM AOR where heightened security measures are required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Inspection Investigation Enforcement and Compliance Series 1801.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of advanced concepts, principles, practices, and laws related to Inspector General (IG) investigations, inquiries, and audits, as well as external assessments, inspections, and evaluations to include an expert-level understanding of U.S. Code, Congressional mandates, Department of Defense (DoD) directives, and HQ USCENTCOM regulations to ensure operational oversight and compliance. Expert knowledge of investigative techniques, legal frameworks, and methodologies for addressing highly complex, politically sensitive, or unprecedented situations; and skill in interpreting laws or regulations and developing innovative guidelines or frameworks where no precedent exists; and skill in negotiating and resolving unprecedented, broad, difficult, or complex problems in a wide range of programs and subjects. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or improvement of program effectiveness or the involvement of complex management processes and systems such as conducting thorough investigations into highly classified, politically sensitive, or high-stakes matters. Comprehensive knowledge of the DoD's organizational structure, including the missions, policies, operations, and responsibilities of diverse entities across Combatant Commands, enabling effective collaboration, evaluation, and guidance.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of the functions of the Inspector General and functional interrelationships among command missions, program, systems, procedures, activities, and the regulatory framework in which they operate to develop and implement companywide policies, programs, procedures.

Knowledge of investigative techniques, principles and procedures to direct or conduct investigations that identify Fraud, Waste and Abuse; to develop investigative plans; to conduct IG investigations; and to prepare accurate, unbiased reports of investigation supported by legally substantiated evidence.

Skill in gaining and applying knowledge of organizational functions, procedures and regulations and in apply management engineering principles and financial management concepts in the development of recommendations for the improvement of organizations programs.

Skill in planning special and general inspections and in leading inspection teams comprised of members from different organizations and command and in preparing oral and written reports that summarize inspection findings.

Ability to research, interpret, analyze, and apply regulations, policies, and directives pertaining to the Department of Defense, Joint operations and strategies for handling varied complex issues such as congressional inquiries, Fraud, Waste and Abuse complaints, IG complaints and allegations against senior officials.

Ability to communicate both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
