Job Description:
FGS, LLC is seeking a Technical Program Manager to lead the planning, execution, integration, and delivery of cloud-solution development activities supporting the Office of Naval Intelligence in Suitland, Maryland. The selected candidate will serve as the primary coordination point among Government stakeholders, technical leads, subcontractor personnel, and program leadership.
The Technical Program Manager will provide integrated oversight across cloud architecture, systems engineering, cybersecurity, data management, networking, documentation, testing, and fielding workstreams. This position is responsible for maintaining delivery discipline, resolving cross-functional dependencies, and ensuring that technical products, schedules, risks, resources, and customer commitments remain aligned.
Primary Duties and Responsibilities:

• Lead integrated planning, execution, and delivery of complex cloud and enterprise information-system activities.
• Serve as the primary day-to-day coordination point among Government stakeholders, program leadership, technical leads, and partner organizations.
• Develop, maintain, and communicate the integrated master schedule, milestones, dependencies, decision points, and delivery priorities.
• Coordinate architecture, cybersecurity, data, network, application, documentation, testing, transition, and fielding workstreams.
• Manage program risks, issues, assumptions, constraints, and dependencies; assign owners and drive mitigation and resolution actions to closure.
• Monitor staffing, workload, resource needs, technical progress, and deliverable status across the integrated team.
• Translate Government mission priorities and technical requirements into executable plans, assignments, and measurable outcomes.
• Establish and maintain program governance, reporting rhythms, action-item tracking, configuration and change coordination, and decision documentation.
• Prepare and deliver program status reports, executive summaries, decision briefs, technical-review materials, and customer meeting packages.
• Facilitate integrated product team meetings, technical reviews, schedule reviews, risk reviews, and stakeholder working sessions.
• Coordinate development, review, approval, and on-time delivery of contractual and technical deliverables.
• Evaluate proposed scope, schedule, architecture, and implementation changes for impacts to cost, resources, risk, dependencies, and mission outcomes.
• Support task-order planning, estimates, staffing strategies, subcontractor coordination, and performance reporting.
• Promote effective communication and accountability across multidisciplinary teams operating in a classified environment.
• Identify opportunities to improve delivery processes, team integration, documentation quality, and operational readiness.

Required Qualifications:

• U.S. Citizenship.
• Active TS/SCI security clearance at the time of hire.
• Minimum eight years of relevant program management, project management, systems engineering, integration, testing, fielding, or technical-delivery experience.
• At least four years leading or supervising engineering, integration, testing, or fielding efforts supporting complex Government information systems.
• Demonstrated experience managing technical schedules, risks, issues, dependencies, resources, and customer coordination.
• Experience leading multidisciplinary teams that include architecture, cloud, cybersecurity, data, network, application, and documentation personnel.
• Experience translating technical requirements and mission priorities into integrated plans and executable work packages.
• Ability to prepare clear status reports, decision briefs, technical-review materials, and executive-level presentations.
• Strong leadership, organization, problem-solving, facilitation, and stakeholder-management skills.
• Strong written and verbal communication skills, including the ability to communicate technical topics to senior Government and business leaders.
• Proficiency with standard program-management, scheduling, collaboration, and Microsoft Office tools.

Desired Qualifications:

• PMP, PgMP, Agile, Scrum, or comparable program or project management certification.
• Experience managing cloud migration, cloud-solution development, enterprise architecture, cybersecurity, or data-modernization programs.
• Experience with Government task-order management and integrated product team processes.
• Experience supporting Department of Defense or Intelligence Community programs in classified environments.
• Experience coordinating Agile and traditional systems-engineering or acquisition lifecycle activities within the same program.
• Familiarity with cloud, DevSecOps, Zero Trust, Risk Management Framework, data architecture, and enterprise-networking concepts.
• Experience managing subcontractors, staffing plans, estimates, and contractual deliverables.
• Experience briefing senior Government leadership on program status, risks, tradeoffs, and decisions.

Education Requirements:

• Master's degree in Business, Engineering, Computer Science, Information Technology, or a related technical discipline. Additional relevant experience may be considered in lieu of education when permitted by applicable contract requirements.

Security Clearance Requirements:

• U.S. citizenship and an active TS/SCI clearance are required at the time of hire. The employee must maintain clearance eligibility throughout employment.

Physical, Work Environment & Conditions:

• Primarily onsite in Suitland, Maryland, with limited telework when authorized.
• Work is performed in a professional office and secure-facility environment.
• Must be able to use standard office and information-technology equipment and work at a computer for extended periods.
• Must be able to communicate effectively with technical, mission, program, and senior leadership stakeholders.
• Occasional schedule flexibility or limited travel may be required to support program activities.
