Specialized Experience: One year of specialized experience which includes (1) experience communicating with leadership/directors on manpower and organizational design; (2) experience maintaining, developing, or managing a Table of Distribution and Allowances (TDA), Manpower Change Packages (MCPs), or equivalent organizational staffing documents to navigate resource constraints, and; (3) experience participating in report tools such as annual Program Objective Memorandum (POM) and Command plans. This definition of specialized experience is typical of work performed at the next lower grade position in the federal service (NH-03/GS-13).

- Act as the principal staff advisor to the Commander, directors, and key staff on manpower, organizational design, and management programs.
- Develop fundamental concepts and criteria to address manpower resource constraints and align with long-range strategic program changes.
- Evaluate annual manpower submissions from all command activities, formulates finished programs, and presents recommendations to the Command.
- Supervise a team of DA civilian subordinates, setting priorities, planning/assigning work, and establishing performance standards.
- Oversee payroll administration, ensuring accurate and timely certification of the Automated Time Attendance and Payroll System (ATAAPS).

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires that the employee occasionally travel away from the normal duty station up to 25% of the time.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Must submit a Financial Disclosure Statement (OGE-450) upon entering the position and annually thereafter.
- A one year supervisory probation to assess your ability to perform supervisory duties is required unless previously completed.
- Position requires DoD Financial Management Level II certification in accordance with the National Defense Authorization Act (NDAA).
