Financial Analyst

Overview

The position requires at least 5-years of combined industry and government acquisition experience of which 2-years shall include duties/assignments specifically in support of DoW space acquisition programs. Bachelor's degree relevant to their area of expertise limited to the following: Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, or Statistics.

Responsibilities

• The applicant will be responsible for developing and delivering budget analysis/financial management for defense acquisition related projects at the Air Force Research Labs (AFRL) at Kirtland AFB, NM.
• Applicant should have a thorough understanding of the Planning, Programming, Budgeting and Execution (PPBE) process.
• Applicant will provide budget expertise to support program execution, budget execution reviews, and other financial management reviews in support of the AFRL mission.
• Applicant will conduct analysis and reconciliation of current, prior, and canceled year appropriated funds.
• Applicant should have familiarity with developing response strategies to mitigate potential budget reductions and support revisions to budget allocations and reprogramming actions.
• The applicant may be required to work with higher DoW officials and communicate with prime contractor personnel.

  • The position requires a minimum of five (5) years of Government experience in one of the following areas: Budget Analysis, Financial Management, Commitment/Obligation/ Expenditure (C/O/E) Reconciliation, and Program Control experience which may include Cost Estimating/Analysis.
  • Possess at least two (2) years of relevant experience supporting DoW programs; experience with a large, complex space systems; or a large, complex very closely related Government weapon system.
  • Applicants must possess extensive knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process to support DoW acquisition program lifecycles.
  • Experience with the Comprehensive Cost and Requirement System (CCARS) highly desired.
  • Applicant should be proficient in the use of M/S office applications, i.e., M/S Project, Word, PowerPoint, and Excel.
  • Excellent verbal communication, written, and quantitative analytical skills are required.
  • Applicant must be proficient in performing government cost estimating activities such as cost/price analysis, WBS development, and risk analysis.
  • Familiarity of cost estimating principles/DoW acquisition policies; DoW project management process are desirable.
  • Additionally, a strong working knowledge of ACEIT is highly desirable.
  • Applicant must be able to work in a team environment.
  • Applicant must be able to obtain a security clearance.
  • Education Required: Bachelor's degree relevant to their area of expertise limited to the following: Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, or Statistics.
  • U.S. citizenship and ability to obtain DoD Secret Clearance required.
