Responsibilities
Essential Job Functions:
- Monitor, analyze, and report on economic, development, trade, energy, financial, and related policy issues under consideration within the OAS and associated inter-American institutions.
- Draft briefing memoranda, talking points, decision memoranda, policy recommendations, speeches, and diplomatic correspondence for Mission leadership and U.S. Government principals.
- Track activities of OAS committees, working groups, specialized organizations, and technical bodies addressing economic growth, development, competitiveness, trade facilitation, energy security, digital transformation, and related matters.
- Conduct research and prepare analytical reports on regional economic trends, emerging policy issues, and developments affecting U.S. interests in the Western Hemisphere.
- Support U.S. participation in OAS meetings, negotiations, and General Assembly preparations by drafting interventions, negotiating positions, background papers, and meeting summaries.
- Coordinate with relevant U.S. Government agencies, including the Department of State and other interagency partners, to ensure consistency of U.S. policy positions and messaging.
- Monitor implementation of OAS mandates, resolutions, declarations, and initiatives related to economic development and cooperation.
- Prepare summaries and analyses of meetings, conferences, and events involving OAS member states, observers, and partner organizations.
- Maintain databases, trackers, and reporting mechanisms related to economic section priorities, mandates, and deliverables.
- Assist in identifying opportunities to advance U.S. priorities related to economic growth, private sector development, investment, innovation, infrastructure, energy security, transparency, and good governance.
- Facilitate engagement with OAS officials, member state representatives, international organizations, civil society stakeholders, and private sector partners as directed.
- Provide logistical and administrative support for official meetings, delegations, conferences, and high-level visits involving economic issues.
Qualifications
Necessary Skills and Knowledge:
- Strong English verbal and written communication skills including drafting, editing, and verbal presentation.
- Strong critical thinking and analytical skills (e.g. formulate a clear point of view on complicated issues and create a concise and well-written narrative to express it.)
- Strong attention to detail.
- Strong interpersonal skills, including active listening, persuasion, and an ability to work with individuals of all professional levels and of diverse experience. Able to gain consensus through well-reasoned arguments and influence, or pivot when warranted.
- Ability to manage multiple tasks under tight deadlines, coordinate activities in multiple locations, act decisively in daily work, and work well in a multicultural and virtual team environment.
- Ability to work independently to assess priorities and coordinate daily requirements with minimal supervision
- Basic understanding of federal government agencies and stakeholders.
- Demonstrate knowledge of international economic policy, trade, development finance, energy policy, or Western Hemisphere affairs.
- Experience conducting policy research and producing concise analytical written products for senior decision-makers.
- Familiarity with multilateral organizations, diplomatic processes, and consensus-based negotiations.
Minimum Qualifications:
- Bachelor's degree from an accredited institution in a relevant field such as international relations, international development, political science, economics, Latin American or Caribbean studies, or related program, or minimum two-years college in a relevant field and two years relevant experience working in fields such as international relations, international development, political science, economics, Latin American or Caribbean studies or related program.
- Secondary education and two years college level courses from an accredited institution in a relevant field such international relations, international development, political science, economics, Latin American or Caribbean studies, or related program.
- Demonstrate minimum of four years (two years with bachelor's degree) of combined work experience in international affairs, such as working with U.S. embassies or volunteer organizations (e.g. Peace Corps) abroad, foreign policy NGOs or think tanks in the U.S. or overseas. A graduate degree in international studies or other relevant fields is acceptable in lieu of two years of experience.
- Demonstrated expertise working with Microsoft office products (Word, Excel, PowerPoint, Outlook, Teams) to create professional and comprehensive documents and communicate with colleagues.
- Must have a Secret Clearance
Preferred Qualifications:
- Proficiency in Spanish strongly preferred; Portuguese desirable.
