Functional Analyst Journeyman

Job Description
Spiral Solutions & Technologies, Inc. (SS&T) is seeking a Functional Analyst Journeyman-level professional to support the NAOC's joint training program for USSTRATCOM. In this role, the Functional Analyst will support the planning, development, execution, analysis, and after-action reporting of the NAOC Annual Training Plan (ATP), applying current joint training doctrine and Instructional System Design (ISD) principles to sustain NAOC Battle Staff certification and readiness. This position requires prior NAOC Battle Staff operational experience and demonstrated familiarity with the systems, processes, and organizations that support NAOC and the National Military Command System (NMCS) mission.

Security Clearance Requirements

This position requires access to classified systems and material supporting national-security programs. All contractor personnel must be U.S. citizens and maintain a Top Secret (TS) security clearance, with eligibility for Sensitive Compartmented Information (SCI), Nuclear Command and Control (NC2), and Special Access Programs (SAP) accesses. Eligibility for required accesses must be held at time of task order award or prior to commencement of work/replacement approval. Personnel must comply with the task order DD Form 254, Department of Defense Security Classification Specification, applicable USSTRATCOM security instructions, cybersecurity and physical-security requirements, and all applicable requirements for handling classified and restricted-distribution information.

Requirements
Required Qualifications

• Minimum of three (3) years of NAOC Battle Staff experience.
• An additional five (5) years of demonstrated relevant experience within USSTRATCOM or the National Military Command System (NMCS).
• Ability to obtain and maintain all training, qualifications, and security clearances/accesses necessary to perform NAOC mission requirements.
• Ability to complete all specified annual training required to maintain necessary access and certifications.
• Willingness and ability to travel within the Continental United States (CONUS), including onboard NAOC aircraft and via commercial travel, as required (approximately two trips per calendar year).
• Ability to work core hours as established by the task order and to adjust schedules to support exercises, deployments, or the Government's immediate operational needs.
• U.S. citizenship required.
• Active Top Secret (TS) security clearance with eligibility for SCI, NC2, and SAP access, required at time of task order award or prior to commencement of work/replacement approval.

Preferred Qualifications

• Prior direct experience in one or more NAOC Battle Staff specialty areas, such as Watch Officer, Emergency Actions (EA), Communications (COMM), Strategic Operations (SOPS), Current Operations (COPS), or Intelligence processes and procedures.
• Experience applying Instructional System Design (ISD) principles to training program development.
• Familiarity with the Nuclear Planning and Execution System (NPES) and Integrated Tactical Warning and Attack Assessment (ITWAA).
• Operational familiarity with NAOC communications systems or user-approved equivalents, such as Family of Advanced Beyond Line-of-Sight Terminals (FAB-T), Low/Very Low Frequency (LF/VLF), Super High Frequency (SHF), Line of Sight Radio Frequency (LOS RF), terrestrial networks, Wideband Global SATCOM (WGS), Single Channel Transponder, INMARSAT, or AFSATCOM.
• Operational familiarity with the Advanced Extremely High Frequency (AEHF) program and Ka/Ku/X-band frequencies.
• Operational knowledge of the National Military Command System (NMCS).
• Previous Special Access Program (SAP) access experience relating to the NAOC mission community.
• Prior completion of courier training for handling and transporting classified materials.
