JOB SUMMARY

Industrial Hygienists at the GS-12 and GS-13 levels serve as professional experts in occupational health within the Environmental, Health, and Safety (EHS) programs of the FBI. They identify, evaluate, and control workplace hazards; ensure compliance with federal regulations; and provide technical guidance to management and employees to support mission-critical operations.

PHYSICAL DEMANDS

The work requires a combination of office duties and field activities. Field work may involve walking, standing, and climbing for extended periods while conducting surveys, inspections, and evaluations in industrial, laboratory, construction, or outdoor settings. The position requires bending, stooping, kneeling, crouching, and reaching to access equipment, work areas, and confined spaces necessary for sampling and monitoring.
The employee must be able to lift and carry industrial hygiene instruments, sampling equipment, and related materials weighing up to 25-35 pounds. Manual dexterity and good hand-eye coordination are required to operate, calibrate, and maintain technical instruments and sampling devices. The work requires the ability to wear and safely utilize personal protective equipment (PPE), including respirators, protective clothing, gloves, and hearing protection, in accordance with OSHA, agency, and mission requirements.

WORK ENVIRONMENT

The work is normally done in an office, but the potential to inspect, conduct evaluations, and perform monitoring in complex working environments can expose employees to various hazards including chemicals, fumes, potentially infectious materials, materials of unknown hazard or risk as well as inclement weather and extreme hot and cold temperatures. Personal protective equipment such as respirators, hearing protection, gloves, laboratory coats, and goggles may be used during onsite inspections.

MAJOR DUTIES

GS-12: At the GS-12 level, Industrial Hygienists serve as technical specialists who develop and support segments of EHS programs and perform complex occupational health assessments.
Responsibilities include:
  • Planning and developing EHS program segments.
  • Serving as a specialist in environmental hazards, hearing conservation, respiratory protection, hazardous materials, indoor air quality, ergonomics, radiation safety, chemical hygiene, bloodborne pathogens, and related programs.
  • Conducting exposure assessments, environmental sampling, air quality evaluations, and sound level assessments.
  • Identifying, evaluating, and recommending controls for workplace health hazards.
  • Assisting in regulatory interpretation and recommending changes to EHS programs.

GS-13 Industrial Hygienists function as technical experts with program management responsibilities. Their scope includes planning, directing, and evaluating major program segments within EHS. Responsibilities include (In addition to above):
  • Developing, administering, managing, and maintaining major EHS program segments.
  • Planning and directing training, consultative services, audits, and compliance evaluations
  • Creating audit procedures and overseeing Bureau-wide audits.
  • Advising senior management and participating in working groups and major initiatives.
  • Leading efforts in developing policies, procedures, and program direction.

Positive Education Requirement

This position has a specific education requirement; all applicants must verify completion of this basic educational requirement by submitting a copy of their college transcripts by the closing date of the vacancy announcement.

The education must be accredited by an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. Applicants must meet one of the following requirements:
  • A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science;

OR
  • A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene;

OR
  • Certification from the Board for Global EHS Credentialing (formerly American Board of Industrial Hygiene(external link) (ABIH).
  • Courses in the history or teaching of chemistry are not acceptable.

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

Specialized Experience (SE)

GS-12 Applicant must possess at least one (1) year of SE equivalent to the GS-11 grade level. SE is defined as follows:
  • Experience applying physical science principles to analyze and resolve complex problems
  • Experience preparing and briefing reports, policies, and documentation
  • Experience developing new or improved techniques to achieve effective results and solve problems
  • Experience with testing principles related to forensic analysis of case evidence

GS-13 Applicant must have one (1) year of SE equivalent to the GS-12 grade level. SE (in addition to above) is defined as follows:
  • Experience developing, planning, directing, and managing assigned program segments for EHS
  • Experience resolving critical problems and identifying EHS requirements for the division
  • Experience developing criteria and methods for evaluating program accomplishments
  • Experience recommending organizational, directional, or emphasis changes to EHS program segments
