Duties
DUTY 1: Serves as Project Manager and senior technical expert overseeing all aspects of DoD Survival, Evasion Resistance and Escape (SERE) education and training, and assessment team lead for Service/USSOCOM SERE school assessments. Incumbent is responsible for assessing and evaluating whether DoD component SERE education and training programs are adequate, appropriately uniform, and consistent with DoD policy and guidance, joint doctrine, and joint education and training standards.
DUTY 2: Reviews current and future training requirements of DoD personnel at risk of isolation. As required reviews training requirements of DoD personnel at risk of isolation and recommends changes to ensure program objectives accurately reflect the joint capability tasks needed for DoD personnel to return with honor from isolation.
DUTY 3: Proposes joint standards for SERE education and training and drafts joint guidance. Reviews, develops, recommends revisions and additions, to policy and guidance, joint doctrine, joint education and training standards, multi-service SERE publications, and JPRA reference products. Conducts research for developing or modifying training programs to achieve adequacy, uniformity and consistency with DoDI O-3002.05, CJCSM 3500.09, CJCSM 3500.10, and JP 3-50 with applicable appendices.

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of DoD PR, SERE, and Code of Conduct policy and guidance, joint doctrine, and joint training and education standards; and SERE training programs to equip at risk DoD personnel to use the Code of Conduct or Principles of Behavior to guide their actions when isolated across the spectrum of military operations and any scenario in the spectrum of captivity possibilities.
2. Extensive knowledge and understanding of the DoD PR functions, DoD PR execution tasks, and DoD PR options, capabilities and methods.
3. Skill in managing operational evasion and recovery training and exercises in austere conditions; managing high-risk role-play activities occurring in a resistance pre academic detention laboratory, resistance academic role-play laboratory; and the resistance training laboratory.
4. Skill in technical writing and mastery of Joint Staff correspondence standards and in verbally communicating critical information to large audiences.
5. Ability to listen and observe academic or laboratory SERE training any hours of the day, for up to 12 consecutive hours in a day, for up to 14 consecutive days; and to listen and observe operational evasion and recovery training occurring outdoors in extreme heat, extreme cold, and uncomfortable conditions for up to 12 consecutive hours in a day, for up to a 7 consecutive days.
6. Ability to hike up to 12 hours in a day with a 30-pound pack equipped with essential personal protective equipment, sustenance and assessment or SAV documents, while observing operational evasion and recovery experiential training and the evasion and recovery exercise in remote locations.
CONDITIONS OF EMPLOYMENT CONTINUED:
1.Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
