LOGISTICS MANAGEMENT SPECIALIST

Duties

• Plan, organize, and guide the Plans and Integration activities within the PRSC.
• As the lead exercise/contingency planner for PRSC, the incumbent is responsible for all aspects of assigned exercise and contingency planning, design, development, execution participation and support to, ALCOM, USNORTHCOM, PACAF, DSCA, and USPACOM exercises/contingencies for the center.
• Oversees and integrates future plans and missions for installations.

• Work may occasionally require travel away from the normal duty station aboard various size military or commercial aircraft to conduct business at the remote sites throughout Alaska and outside Alaska or to attend training or conferences. This may involve overnight billet with limited billeting and eating facilities.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Logistics Management Series 0346

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes includes knowledge and understanding of current missions, capabilities, organization and operations of: USPACOM, PACAF, 11th AF, ALCOM, ANR, and other unified commands; the military services; the National Guard; the USCG; the Reserve forces; DoD; DoD intelligence organization; Federal Bureau of Investigations (FBI), Central Intelligence Agency (CIA), Federal Aviation Agency (FAA), Federal Emergency Management Agency (FEMA), etc. Knowledge of current military law, joint doctrine, joint plans, policies, and practice. Knowledge of the operations of PACAF, ALCOM, and combat centers, and the command-and-control systems used in these centers that support joint training, exercises and war games. Knowledge of the Joint Training System and the policy and procedures governing the planning and execution of CJCS-sponsored exercises. Knowledge of a wide range of principles, practices, and concepts involved in OPLANs and ability to analyze and develop plans for complicated exercises and to evaluate and analyze exercise results. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

• Knowledge of various command entities and structures and other military services involved in overall exercise/contingency support planning and execution; knowledge of local community structures in Alaska, and ability to apply local laws, and understand their impact on planning and integration decisions.
• Knowledge of supply, maintenance, transportation, logistics, and support missions and their integration in order to guide units on exercise/contingency mission planning, execution, and support.
• Thorough understanding of Joint Training System concepts and the ability to apply the concepts to meet exercise training objectives and reporting responsibilities. Knowledge of safety and security regulations, practices, and procedures.
• Knowledge of and skill in the application of Air Force goals and program initiatives as they relate to exercise/contingency planning and execution. Knowledge of and skill in using analytical methods and processes and effective use of computer support software, databases, and spreadsheets, and web sites to assist in analysis of program operations.
• Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources and guide and mentor the staff of an organization with direction from Commander through squadrons/detachments.
• Ability to communicate clearly and effectively orally and in writing to gain cooperation from others through tact,
  courtesy, and diplomacy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
