Job Description

GovCIO is currently hiring a Subject Matter Expert (SME) HR Specialist to serve as the personnel and manning manager for Task Force Raptor at the White House Communications Agency. Task Force Raptor is a multi-effort modernization of the communications enterprise supporting the President, staffed by a mix of contractor, military, and government civilian personnel, all working collaboratively across several efforts and multiple classification domains.

The SME functions as the Task Force J1 equivalent: owning the manning document, tracking every billet and incumbent across all Task Force efforts, managing onboarding and offboarding into the program, maintaining personnel accountability and readiness reporting, and giving the Task Force Lead and WHCA leadership an accurate, current picture of who is on the team, who is arriving, who is leaving, and where the gaps are. The SME works alongside the Personnel Security Manager, the Knowledge Manager, and each project lead to keep manning aligned to the modernization schedule. This position will be located in the National Capital Region and will be onsite within the United States.

Responsibilities

Develops policies and coordinates human resources activities, such as employee relations, labor relations, HRIS, benefits, compensation, and employee services. Develops strategies for creating an employee-oriented organization culture that emphasizes continuous improvement, team- work, high performance and quality. Advises management in appropriate resolution of employee relations issues. Administers performance review program to ensure effectiveness, compliance, and equity within organization. May oversees the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization. Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance. Studies legislation, arbitration decisions, and collective bargaining contracts to assess industry trends. May recruit, interview, test, and select employees to fill vacant positions.
  • Monitors employee relations issues; promptly investigates complaints/issues and makes recommendations to management to resolve.
  • Develops strategies and tactics for the performance management process, and monitoring employee attitudes, productivity, and performance outcomes.
  • Evaluates and compares existing Company benefits with those of other employers by analyzing other plans, surveys, and other sources of information.
  • Files and manages yearly OSHA, Affirmative Action, and EEO-1 reports.
  • Should have knowledge of laws and regulations related to HR, including EEO and FLSA.

Key Responsibilities

  • Build and maintain the Task Force Raptor manning document: every position by effort, LCAT, skill level, clearance and access requirement, fill status, and projected arrival or departure; publish manning status to Task Force leadership on a recurring basis.
  • Manage the onboarding pipeline for all incoming personnel across efforts: coordinate with the Personnel Security Manager on clearance and access timelines, with project leads on start dates and workspace, and with government staff on badging, accounts, training, and in-processing; track each individual from offer to fully mission-capable.
  • Manage offboarding and transitions: out-processing checklists, account and access termination coordination, knowledge transfer requirements, and backfill planning.
  • Maintain personnel accountability and produce readiness reports: fill rates, time-to-fill, clearance pipeline health, attrition, and forecasted gaps against the modernization schedule; identify staffing risk early and recommend mitigations.
  • Serve as the primary interface between Task Force leadership and Salient CRGT corporate HR and recruiting on requisitions, position descriptions, LCAT alignment, and staffing actions for the program.
  • Coordinate personnel matters for military and government civilian members assigned to the Task Force with their parent commands and WHCA J1 or personnel staff, including gains, losses, evaluations input, awards, and leave and TDY tracking as directed by the government.
  • Maintain the training and certification currency record for all Task Force personnel, including DoD 8140 qualification status for cyber-coded positions, and flag lapses before they affect access or work authorization.
  • Develop and enforce personnel management SOPs for the Task Force; maintain personnel records suitable for the official record in coordination with the Knowledge Manager.
  • Support workforce planning for future efforts: translate project schedules into manning requirements, timelines, and clearance lead times.
  • Brief senior military and civilian leadership on manning status, risks, and recommendations.

Qualifications

Bachelor's with 12+ years (or commensurate experience)

Required Skills and Experience
  • Clearance Required: TS/SCI
  • Must be eligible to obtain and maintain Yankee White clearance
  • Bachelor's degree and 12 or more years of progressive human resources, manpower, or personnel management experience; Master's preferred.
  • PMP.
  • Experience serving on a Joint Task Force or Combatant Command J1 staff, or in a joint personnel or manpower management role, with demonstrated ability to manage manning, accountability, and personnel actions for a multi-component workforce of military, civilian, and contractor personnel.
  • Demonstrated experience building and maintaining manning documents and readiness reporting for a program or task force with cleared personnel.
  • Working knowledge of the clearance and access onboarding process (SCI and SAP) and its impact on staffing timelines.
  • Experience coordinating personnel actions with DoD personnel systems and processes (for example DCPDS, DEERS, or service personnel systems) and with contractor HR and recruiting functions.


Preferred Skills and Experience

  • SHRM-SCP or HRCI SPHR.
  • Experience supporting WHCA, White House, or other high-consequence programs with Yankee White populations.
  • Experience with Jira or Confluence for personnel tracking and reporting.
  • Experience with government contract staffing under GSA GWAC labor categories.
  • Prior military service, including joint staff or J1 assignments.
