Job Description

Duties

  • You will direct and oversee enterprise-wide administrative control systems, policies, and standard operating procedures (SOPs) across headquarters and the field to ensure compliance with Departmental guidelines.
  • You will conduct complex qualitative and quantitative management analyses, program evaluations, and management surveys to identify operational friction points, inefficiencies, and trends across multi-echelon commands.
  • You will develop strategic metrics, dashboards, and evaluation frameworks to measure the effectiveness and efficiency of administrative support programs and provide actionable recommendations to leadership.
  • You will serve as the central authority and consultant on complex, precedent-setting administrative issues, policy reviews and incoming taskers.
  • You will manage long-range (5-year) and short-range resource and workforce planning guidance, including staffing appraisal, billet allocation processes, and administrative readiness initiatives.
  • You will lead enterprise-level working groups, symposiums, and administrative communities of practice to standardize communication, resolve operational challenges, and implement best practices.
  • You will serve as the focal point within NCIS for the receipt, review, and processing of all requests for administrative support from HQ entities and Field Offices.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

Your resume must have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector: Qualifying experience must demonstrate mastery in.

-Experience applying advanced quantitative and qualitative management and program analysis principles to evaluate organizational administrative systems and advise senior leadership on optimizing workforce utilization and operational methods.
-Experience developing and executing program performance evaluations, identifying systemic inefficiencies, and utilizing statistical tools, spreadsheets, and management software to analyze data and recommend actionable solutions.
-Experience reviewing, drafting, and deconflicting complex agency- or departmental-level policies, directives, and standard operating procedures (SOPs) to ensure full alignment with higher-echelon mandates.
-Experience demonstrating well-developed communication and interpersonal skills to deliver executive briefings, persuade diverse stakeholders to adopt procedural changes, and manage cross-functional administrative initiatives across headquarters and the field.
