Job Description

Duties

  • You will serve as the principal advisor on the development, implementation and, revision of financial management policies, plans, and programs to facilitate the application of financial resources to achieve the mission of the organization.
  • You will generate, recommend, and implement new and revised financial management concepts, methodologies, policies, and strategies in support of the organization's programs.
  • You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
  • You will prepare and/or review responses to external audits; e.g., FMB, GAO, etc. which involve financial management policy and procedure.
  • You will conduct management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommends alternatives for corrective action.
  • You will interface with FBM budget executors, unit heads, sections heads, and branch head to resolve challenges facing executors, in meeting programmatic requirements.
  • You will resolve challenges that require cross DOD service, contractor, branch, and cross government agency command coordination, within an unstable budget environment while meeting agency/branch goals and objectives.
  • You will provide financial outlook to leadership monthly in order for the branch to know the current execution status at the appropriation level, to include current planned amounts, obligations, expenditures and funding still left to be obligated.
  • You will utilize knowledge of FM policies to interpret appropriations laws, various directive pertaining to funds usage, overall program planning and development.
  • You will also work closely with other SSP branches and all of SSP's industry partners to ensure that the daily mission is carried out and all funding is received in a timely manner to execute the day to day activities.
  • You will actively track expenditures to provide status to senior leadership.
  • You will interact consistently with SP25 contracting officers and command contracting specialists to ensure all parties were knowledgeable about contract line items and administrative actions being processed.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-3 (GS-13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: formulating, executing, and analyzing agency-level budgets, financial forecasts, strategic policy plans, and compliance guidelines for the strategic execution of financial management programs and stakeholder resource alignment.

This announcement uses the Acquisition Workforce Personnel Demonstration Project (AcqDemo) Business & Technical Management direct hire authority to recruit and appoint qualified candidates to certain positions in competitive service.

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
