POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
Shields Point, LLC a subsidiary of Alutiiq, LLC has an opprotunity for an Physical Security Specialist-Mid Level in Vienna, VA. The Physical Security Specialist-Mid Level is the core physical security execution at both FinCEN facilities: USAccess (HSPD-12) Registrar/Activator duties (enroll, print, activate, issue PIV cards, PIN resets, certificate updates), GSA vault and container inventory with X-10 combination changes and SF-700s, issuance and retrieval of keys/PIV/FOBs, accountable property inventories, in- and out-processing, and access control and camera record audits with the Guard Staff.
Pay Range: $123,000 to $136,500 Annually

- Serve as a Physical Security subject matter expert providing technical expertise and interprets security policy guidance.
- Serve in the Registrar / Activator role for the USAccess (HSPD-12) system in order to enroll, print, activate, and issue Personal Identity Verification (PIV) cards as well as perform PIN resets and certificate updates.
- Assist with tracking inventory of GSA Vaults and Containers, changing combinations (X10s), and updating and completing SF700s.
- Issuance / retrieval of keys, PIV cards, and access FOBs.
- Assist with tracking inventory of accountable items to include keys, PIV cards, access FOBs, credentials, badges, radios, and other government furnished equipment.
- Assist with in-processing and out-processing of FinCEN personnel, contractors, detailees, and platformers.
- Conduct reviews / audits of access control and camera system records.
- Work closely with Guard Staff personnel to ensure physical security processes and procedures are followed; support the safety and emergency management programs.
- Assist with the roles and responsibilities of the National Operations Security (OPSEC) Program Office, as described in National Security Presidential Memorandum 28 (NSPM-28).
- Support special projects, as required.
- Assist with development, update, and implementation of SOPs, training aids, guidance, policies, and directives based on current EOs, ICDs, SEADs, Treasury, and internal FinCEN policy; generate administrative correspondence (reports, memoranda, letters, spreadsheets, forms); maintain files; escort security vendors as necessary.
- Update internal databases - SIMS, shared drives/folders, SharePoint, Clearance Tracker, Lenel, TRAKA, and USAccess (HSPD-12); provide training and briefings in the assigned area of expertise; support safety and emergency preparedness (evacuations, fire drills, shelter in place, COOP); provide a bi-weekly office metrics report to the COR.
Pay Range: $123,000 to $136,500 Annually
REQUIRED QUALIFICATIONS AND EXPERIENCE:
- HS Diploma or Equivalent.
- Hands-on experience in the Physical Security and Information Security disciplines (i.e. technical, physical, derivative classification, operational or signal security; counterintelligence; antiterrorism; counterterrorism; counter-surveillance or surveillance detection; infrastructure protection; force protection; technology protection; industrial security programs; Emergency Management; Continuity of Operations Plan (COOP); Safety and Investigations programs).
- Experience working with access control, surveillance, and intrusion detection systems.
- Working knowledge of implementing government security programs and policies.
- Solid and proven written and verbal communication skills.
- 3-5 years (Mid) of specialized experience in the aforementioned areas of Physical and Information Security with increasing responsibility and complexity.
- Ability to communicate orally and in writing in English; basic computer skills; basic experience with Microsoft Office software including Word, Excel, Outlook, and PowerPoint
- Possess a final Top Secret personnel security clearance with eligibility for access to Sensitive Compartmented Information (SCI). Interim clearances of any type will not be accepted.
Preferred Certifications & Education:
- U.S. Army Physical Security & Crime Prevention Course, Federal Law Enforcement Training Center (FLETC) Physical Security Course, or a course of similar nature and length.
- GSA Vaults & Containers Course or a course of similar nature and length.
- Kaba Mas X-10 Digital Lock Certification Course.
- Experience with HSPD-12 (USAccess) Program.
- Experience working with Security Guard services and access control procedures.
- Associate’s or bachelor’s degree.
