Job Description

What Impact You'll Have

  • GRVTY is seeking a Senior Contracts Manager to support our Operational Sectors/Business Units, Proposals and Business Development organizations. In this role, you will lead all pre-award contracting activities for competitive proposals - from NDAs/Teaming Agreements through subcontracts/prime contracts and proposal volume development/compliance reviews through contract closeout.


What You'll be Owning

  • Lead and manage the full pre-award contracting lifecycle for competitive proposals, including drafting, reviewing, and negotiating NDAs/Teaming Agreements. Coordinate review and execution of agreements with internal legal counsel and senior leadership.
  • Work independently, as well as part of a team in a very fast-paced environment, quickly escalate risks to VP of Strategic Acquisition.
  • Proactively review, shred and advise on solicitation documents (RFPs, RFIs, Sources Sought) to identify contractual risks, terms and conditions concerns, and compliance requirements. Collaborate with proposal tams to develop compliant and competitive proposal sections, including Section L/M analysis, representations and certifications, and assumptions. Be a volume lead/book boss for proposals.
  • Develop close, trusted and differentiated business relationships with customer Contracting Officers and Primes in addition to internal GRVTY stakeholders.
  • Maintain and manage a rich repository of contracting documentation to ensure timely execution/administration and upmost data integrity.


What You Must Have

  • US Citizenship
  • Active Top Secret clearance with SCI Eligibility
  • Ability to report into a classified SCIF facility full-time (with occasional work flexibility, as needed, when previously coordinated with VP of Strategic Acquisition).
  • Bachelor's degree in business, contract management, law, or related field required
  • 8+ years of experience in government contracts administration, with at least 4 years focused in the defense or intelligence community
  • Highly organized with the ability to manage multiple concurrent proposals and contracts portfolio in a fast-paced deadline-driven environment with a solid working knowledge of the FAR, DFARS, and applicable agency supplements
  • Experience supporting proposal efforts on complex government contracts (Cost-plus, T&M, FFP, LOE, etc.) - to include efforts requiring certified cost or pricing data
  • Deep understanding of Organizational Conflicts of Interest and development and management of OCI Mitigation Plans - ability to lead OCI training and OCI vetting
  • Excellent written and verbal communication skills; ability to present positions clearly to internal & external stakeholders; quickly synthesizing info for decisions
  • Ability to develop solutions to problems on complex work and execution challenges - understanding change management fluently and training program teams
  • Basic knowledge of Microsoft Office products and SharePoint; understanding of financial systems and the purchasing process


What Would be Nice to Have

  • Previous supervisory experience
  • Experience with export/ITAR requirements and licensing
  • Experience with Small Business Subcontracting Plans and reporting
  • Familiarity with commercial licensing, data assertions and intellectual property
  • Experience and familiarity with Westfields and classified networks (CWAN/etc.)
  • Masters degree or related contracting/law certifications
