Information Warfare Specialist

POSITION SUMMARY

This position supports Marine Forces South (MARFORSOUTH) G-39 in executing information warfare capacities under a non-personal services contract. The contractor provides analysis, assessments, and recommendations to support government staff; the government retains full control and final authority for all decisions and actions.

DUTIES AND RESPONSIBILITIES

  • Provide support to the MARFORSOUTH G-39 for the planning, coordination, and integration of IO, MISO, and MILDEC; support government-led execution of these activities
  • Draft and recommend IO, MISO, and MILDEC plans, annexes, and appendices for government review and approval
  • Develop and propose MILDEC concepts and integrate them with broader operational plans
  • Conduct and maintain Target Audience Analysis for countries within the USSOUTHCOM AOR
  • Routinely interface with counterparts at USSOUTHCOM, Headquarters USMC, other service components, and interagency partners on all matters related to IO, MISO, and MILDEC
  • Develop and provide assessments on the performance and effectiveness of IO, MISO, and MILDEC activities and campaigns
  • Routinely interface with counterparts at USSOUTHCOM, Headquarters USMC, United States Navy, and United States Country Teams located in the USSOUTHCOM AOR
  • Participate in MARFORSOUTH contingency, crisis and exercise operational planning teams (OPT)
  • Review and provide recommendations on SOUTHCOM and Marine Corps taskers
  • Assist MARFORSOUTH staff in Marine Corps and SOUTHCOM planning conferences by gathering information to facilitate planning


MINIMUM QUALIFICATIONS

  • A minimum of 5 years of experience planning and integrating Information Operations (IO), with a strong emphasis on MISO/PSYOP and MILDEC at the tactical or operational level
  • Verifiable experience and expertise in the MISO/PSYOP planning process
  • Verifiable experience and expertise in the MILDEC planning process
  • Experience with Target Audience Analysis, message development, and effects assessment
  • U.S. TS/SCI Security Clearance (or ability to obtain)
  • A valid US driver's license
  • A valid US passport
  • Country visa as required in line with the U.S. Department of State Foreign Clearance Guide


PREFERRED QUALIFICATIONS

  • Graduation from a DoD-approved MISO/PSYOP qualification course
  • Graduation from a DoD-approved MILDEC planning course
  • SOUTHCOM AOR experience
  • Experience planning at the Combatant Command level
  • MARFOR experience
  • Defense Language Program 2/2 or greater Spanish proficiency
  • Ability to communicate effectively verbally and in writing in both English and Spanish
  • Ability to create products and presentations that communicate ideas effectively and concisely in English and Spanish


TRAVEL

Minimum 2 trips per quarter (8-12 trips total per year, 5 days each, 40-96 days total) in support of Tri-Service Maritime Staff Talks, IO SME exchanges, Mobile Training Teams, planning conferences, exercise execution, and after-action reviews. All OCONUS travel will take place in the USSOUTHCOM AOR or the Caribbean; exact locations are not yet known.
