Job Description

Duties

  • You will collaborate with other COMNAVMETOCCOM department heads, deputy department heads and/or division heads to negotiate, decide and/or coordinate changes that may affect other departments.
  • You will establish staff objectives and performance goals and assess progress toward their achievement.
  • You will coordinate and integrate the work activities of several organizations' entities; analyze organizational and operational problems and develop timely and economical solutions; and represent the organization both within and outside the Command.
  • You will monitor daily execution items of the department including human resources and security compliance.
  • You will provide SCI information security risk management representation, coordination, monitoring, oversight, and reporting for COMNAVMETOCCOM to the Navy Intelligence Community (IC).
  • You will evaluate and resolve technical issues; and to evaluate and appropriately coordinate personnel resources.
  • You will provide effective leadership in the management and direction of technical activities.
  • You will organize and administer resources in changing resource/fiscal environments; extensive managerial skills and imagination and broad knowledge of DOW and DON policies and procedures.
  • You will provide initiatives, originality and sound judgment in applying scientific principles to the analysis of operational problems.
  • You will provide negotiation skills.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a Cyberspace Workforce position, work role code (901-Executive Cyber Leader and Additional Code 801 -Program Manager ), proficiency level (Advanced).
  • The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Must obtain the foundational qualification within 9 months and the residential qualification within 12 months of appointment and maintain those credentials as described in DoWM 8140.03 for DCWF work role(s) Code 901.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Specialized experience

Experience and mastery of the full range of Naval Command and Control (C2) and the Naval enterprise IT principles, concepts, methods, standards and practices to perform the duties of the ACOS for Information Architecture to include engineering and acquisition.

Experience and knowledge of DON and DoW command structures and management procedures.

Experience and knowledge of Federal, interagency, and international relationships and procedures of interest to the Command.

Experience and knowledge of Life Cycle Management for very large and complex IT systems, including the development methods prescribed by SECNAV and SECDEF combined with the ability to apply that knowledge. Understanding of IT management practices in accordance with DON, DOW, and Federal guidelines.

Experience and knowledge of the policies and practices of supervision and personnel management to adjust work operations to meet emergency or changing program or production requirements within available resources.

Experience and skill in planning and integration of complex IT in an operational environment. Disciplines include scientific data acquisition, data processing, database relationships, data management, networks, communications, satellite data ingest and processing, Navy enterprise core-service compliance, and IT maintenance.

Experience and knowledge with IT budget preparation, justification of personnel requirements1 and an understanding of IT for defense and national purposes.

Experience and strong written and oral communication skills are also required as well as an ability to persuasively argue highly technical issues.
