Job Description

Duties

  • Integrates enterprise resource data to advise senior leadership on funding priorities, workforce planning, and mission impacts, ensuring unified resource oversight.
  • Leads strategic resource planning, evaluating fiscal and operational impacts of agreements, land use, and contract requirements to support mission execution.
  • Manages support agreements, negotiating and ensuring compliance with fiscal law and Army policy while resolving cross-agency operational and financial issues.
  • Oversees internal controls, directing activities, monitoring metrics, and preparing the annual Statement of Assurance to mitigate risk and strengthen governance.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278e) or a Confidential Financial Disclosure Report (OGE 450) upon entry, and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
  • Must be able and willing to travel on military and commercial aircraft.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes: 1) Integrating resource planning across financial management, manpower, acquisition, and/or mission support functions to ensure compliance with fiscal law and/or organizational priorities; and 2) Analyzing program plans and/or funding to assess impacts, identify risks, and/or recommend corrective actions; and 3) Advising senior leadership on resource execution, strategic plans, funding priorities, and/or enterprise risk; and 4) Administering internal control programs to monitor compliance, track corrective actions, and/or prepare assurance statements for leadership.

This definition of specialized experience is typical of work performed at the next lower level/grade position in the federal service (NH-03/GS-13).

Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $164,453 per year (Includes locality pay).
