This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "SUPERVISOR/MANAGEMENT" work category are at the "Full Performance" work level and are equivalent to those at the GG-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position such as various DoD and USAF regulations and HQ USAFE-AF AFRICA directives and standards by the fielding and management of Intelligence Systems. I possess a high degree of originality and exercise sound judgment in planning, assessing and monitoring of the USAFE-AFAFRICA IT system requirements to assess new capabilities and establish precedence for implementing or modifying the capability for use in the USAFE-AF AFRICA Intelligence systems architecture and mission. I have supervisory experience using judgement resourcefulness, and initiative in adopting and applying guidelines, and is responsible for analyzing results and recommending changes when faced with various task-levels. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

- Plans, organizes, and directs the activities of USAFE-AFAFRICA/A2XC, ensuring that Intelligence Systems Support and SIMO comply with legal and regulatory requirements and meet customer needs.
- Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
- Represents USAFE-AFAFRICA/ A2 with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with key staff at DIA-EU RSC, USEUCOM/J2, AFRICOM/J2, DISA-EUR, HAF/A2, USAFE Staff agencies, other MAJCOM A2 staffs, AFISRA A60, 3AF/A2/A6,435 AGOW (Particularly 1 ACOS and 1CBCS), 86 Wing (particularly 86 CS).
- Assures uniform application of guidance across the theater. Develops, assesses and recommends revisions to MOU/MOAs, and Support Level Agreement's (SLA) with subordinate organizations and USAFE-AFAFRICAGSUs that assign specific responsibilities to assure compliance with USAFE-AFAFRICA Intelligence Systems policies and procedures as laid out in AFISRA/A6 guidance, and the USAFE-AFAFRICA/A2 & 435AGOW MOA concerning the Operation, Maintenance and Sustainment of USAFE-AFAFRICA Joint Worldwide Intelligence Communications Systems (JWICS) and Theater-wide Collateral Intelligence Program Management Office (PMO) Systems.

- Expert knowledge of applicable laws, regulations, policies, principles, methods, procedures and other guidance related to various functions of life-cycle and configuration management techniques. Knowledge of acquisition, installation, operation and accountability of Intelligence C4 Systems. Knowledge of complex configuration management techniques and requirements appropriate with managing MAJCOM level Intelligence systems.
- Ability to plan, organize, direct and adjust the functions and supervise, mentor, motivate, and appraise the staff of a small to medium sized organization to meet program requirements and objectives with available resources.
- Ability to communicate effectively with others, both orally and in writing and to work effectively with groups and individuals in planning efforts and in working out solutions to problems or questions.
- Ability to plan, organizes, and directs the functions and staff of a small to medium sized organization.
- Broad, comprehensive knowledge of agency programming, planning, funding and implementation of information systems.
- Knowledge of safety and security regulations, practices, and procedures. Knowledge of security practices for ensuring the safeguarding of classified information.
CONDITIONS OF EMPLOYMENT CONTINUED:
- Position is designated Special-Sensitive and incumbent must be able to obtain and retain a TOPSECRET (TS)security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
