ASRC Federal Technology Solutions LLC is seeking an experienced Program Manager to lead IT teams supporting a DEA program. This role is responsible for leading project teams through the design, implementation, modernization, and maintenance of web-based applications while ensuring delivery meets customer requirements, quality standards, schedule, and budget.
The ideal candidate is an experienced Agile leader who can work effectively with technical teams, business stakeholders, customers, and subcontractors to drive successful outcomes in a fast-paced environment.
Work location: Onsite (split between Arlington and Merrifield, VA)
Clearance: Active Secret

What You'll Do
- Lead and direct one or more project teams supporting the design, implementation, modernization, and maintenance of IT applications.
- Develop and maintain project execution plans, identifying the technical and business resources needed to successfully deliver projects.
- Ensure projects are delivered on schedule, within budget, and within defined technical, quality, and scope requirements.
- Provide technical and analytical guidance to project teams and help remove roadblocks to delivery.
- Apply Agile methodologies and practices to support effective development and project execution.
- Work with stakeholders to discuss, review, and clarify requirements and ensure alignment between technical and business needs.
- Manage ongoing Operations & Maintenance (O&M) activities and modernization efforts for existing applications.
- Oversee application and system documentation, ensuring quality, accuracy, and adherence to established processes.
- Manage and oversee the application decommissioning process.
- Manage subcontractors and coordinate their work to support program objectives.
- Prepare and deliver customer and company progress reports, status updates, and other required deliverables.
- Identify and address issues, assess risk, and support change management activities.
- Interface with customers, stakeholders, vendors, and technical teams to ensure requirements and expectations are met.
- Ensure compliance with applicable IT governance policies and procedures.
- Stay current on advances in IT and evolving business and technology practices.
- Partner with Shared Services and program leadership to anticipate staffing needs, support workforce planning, and identify workforce risks and skill gaps that could impact program delivery.
- Collaborate with Shared Services to build and maintain a strong talent pipeline, support retention efforts, and ensure recruiting activities align with current and future program requirements.
What You Bring
Required Experience & Education
- Bachelor's degree in Technology, Information Technology, Computer Science, or a related field.
- 15+ years of IT experience.
- 5+ years of Project Management experience supporting the implementation and maintenance of web-based applications.
- 5+ years of management experience leading teams of 10+ employees using Agile or other software development methodologies.
- Deep knowledge and practical experience with Agile practices.
- Experience with both Firm-Fixed-Price (FFP) and Time & Materials (T&M) contracts.
- Experience managing subcontractors.
- PMP certification or equivalent.
- Active Secret clearance.
