Senior Financial Management Analyst - USSF SWAC (TS\/SCI)

Overview

Tecolote Research has an exciting opportunity for you at the Space Warfighting Analysis Center (SWAC), home of the force design for the U.S. Space Force. We need a seasoned Financial Management (FM) practitioner to drive the USSF planning and programming horizon and facilitate the complex execution of multiple funding streams across both Title 10 and Title 50 domains. This is a destination for a \\\"hands-on analyst\\\" who wants to apply technical system mastery directly to high-consequence national security portfolios. Our primary target is a seasoned DAF FM expert, but we are highly receptive to DoW (DoD) or Intelligence Community (IC) FM professionals with the required hands-on system capabilities and active clearances.

Responsibilities

• System Navigation & Reporting: Execute the direct collection, validation, and recurring update of raw financial execution data across SWAC decision-support tools to maintain absolute data integrity. Run and modify custom database queries and complex Excel/analytical models on demand to track and forecast spending at the program, project, and component levels-translating system outputs into real-time, defensible leadership tools. Customize metrics to support a wide spectrum of options and scenarios.
• Active Portfolio Management: Perform the daily data entry, tracking, and forecasting of classified, multi-source funding streams across complex, multi-year space warfighting initiatives. Build and maintain resource models, while directly developing and running the program office's requirement validation and prioritization processes to translate operational space warfighting requirements into defensible, funded portfolios.
• Document Generation & Transmission: Prepare, coordinate, and transmit complex funding documents (e.g., MIPRs, Interagency Agreements) across multiple appropriations and funding streams. Route and track these packages directly through official enterprise financial systems (such as DEAMS), coordinating with external stakeholders to execute seamless, compliant fund transfers to numerous partner organizations.
• Strategic Advisory & Executive Documentation: Conduct rigorous financial research, analyze policy regulations, and draft senior-level memos, budget execution reviews, and position papers on complex technical topics. Conceptualize, design, and build executive briefing charts and supporting documentation, translating raw system-generated data into clear actionable visual narrative for SWAC, USSF, and DoW senior leadership.
• Program Control & Contract Monitoring: Execute Program Control functions by conducting detailed analyses of program spending, contractor burn rates, and component requirements. Build, update, and maintain custom tracking spreadsheets and reporting tools, utilizing raw financial database queries to monitor major contracts and provide data-driven recommendations for fiscal-oriented decisions.
  
  Skills Required
  
  
  • Strategic & Tactical FM Experience:
    • Minimum 10 years of hands-on experience in Department of War (DoW/DoD) or Intelligence Community (IC) financial management, with a strong preference for direct DAF (Air Force/Space Force) program office or headquarters experience
    • Proven ability to personally build and execute obligation/expenditure plans and fiscal year-end closeouts
    • Strong capability to both identify and resolve financial process and/or framework inefficiencies and issues
    • Applied System Proficiency:
      • Direct, recent operational experience navigating and executing transactions within DAF/DoW enterprise tools such as DEAMS, CCaR, DAI, SAFES, DTS, and WAWF
      • Advanced Excel capabilities (lookups, pivot tables, complex formulas) to manipulate raw database outputs and develop custom toolsets supporting organizational decision points and processes
      • Executive Communication & Autonomy:
        • Demonstrated ability to operate as a self-directed analyst who can research complex fiscal policies independently and translate technical data into polished briefing products for senior military leaders
        • Security, Clearance & Environment:
          • Active Top Secret / Sensitive Compartmented Information (TS/SCI) clearance required on day one
          • Ability to obtain and maintain a Counterintelligence (CI) Polygraph
          • Must be willing to work daily, on-site in a Colorado Springs SCIF
          • Professional Credentials:
            • Bachelor's degree required
            • DoD FM Certification (DFMCP) Level II or III (or equivalent test-based credentials like CDFM/CGFM) highly preferred
            • U.S. Citizenship required

              Salary Range: $120,000 - $140,000/Year, DOE
