Job Description

Duties

  • You will develop, implement, and enforce the functional area's data strategy, ensuring alignment with departmental and Federal data management policies.
  • You will leads data stewardship activities, including data quality profiling, cleansing, and validation to ensure data is accurate, complete, and timely.
  • You will develop and supports data security policies and procedures in coordination with cybersecurity teams.
  • You will apply sophisticated analytical techniques, including machine learning, statistical modeling, and natural language processing (NLP), to complex datasets to identify mission critical trends, patterns, and anomalies.
  • You will conduct the full analytics lifecycle, from requirements gathering and data exploration to feature engineering, model training, and performance monitoring.
  • You will develop and maintain interactive dashboards, geospatial visualizations, and executive-level reports to provide stakeholders with on-demand access to key performance indicators and mission metrics.
  • You will support the Chief Data Officer (CDO) regarding analysis and tracking of programming decisions, funding realignments, budget offsets, and COA development associated with commands Data Strategy to help mitigate high-priority capability gaps.
  • You will manage project execution by coordinating the efforts of cross-functional team members, stakeholders, and technical personnel to ensure projects are completed on time and within scope.
  • You will perform other duties as assigned.

  • You will be required to obtain and maintain an interim and/or final Top Secret SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To qualify for the GS-14
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience leading the development, implementation, and enforcement of enterprise data strategies, standards, and policies; chair data governance working groups; and oversee data stewardship across the full data lifecycle.
  • Experience leading complex, high-impact analytical efforts involving large, unstructured, or multi-source datasets;
  • Experience independently designing and deploying production and analytical solutions.
  • Experience distilling highly complex technical results into actionable strategic insights for senior executive leaders (SES/Flag level), including the development of flag-level briefings, white papers, and decision-support products.
  • Experience displaying advanced leadership in managing large-scale, high-visibility programs or multiple concurrent complex projects, including risk management, stakeholder engagement at senior levels, and full accountability for cost, schedule, and performance.

To qualify for the GS-13
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience applying data governance principles, developing data standards and policies, performing data stewardship activities, and contributing to data models and catalogs.
  • Professional experience applying advanced analytical methods (machine learning, statistical modeling, predictive analytics) and the full analytics lifecycle using programming languages like Python or R and modern data science libraries.
  • Experience demonstrating the ability to translate analytical findings into clear visualizations, dashboards, and briefings for technical and managerial audiences.
  • Experience leading projects, including developing project plans, managing resources, and coordinating with cross-functional teams using Agile or traditional project management methodologies.

Basic Requirements:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Series: DATA SCIENCTIST, SERIES 1560
Basic Requirements:
  • Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

  • Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
