Job Description



PE Systems is seeking a SNC3 and Space Mission Area, SME to support the strategic and operational success of NC3 (Nuclear Command, Control, and Communications) programs at Hanscom AFB, MA. The ideal candidate will have a comprehensive understanding of NC3 missions, policies, and objectives, and will play a critical role in advising management on the effectiveness and sustainability of NC3 operations.

General Function:      
  • Serve as a senior advisor on operational and technical aspects of military satellite communications supporting NC3.
  • Provide specialized expertise on EHF satellite constellations and associated SATCOM terminals.
  • Explain how EHF terminals support Emergency Action Messages (EAMs) and force direction.
  • Evaluate EHF terminal performance in nuclear environments and post-nuclear conditions.
  • Assess effects such as EMP, atmospheric nuclear scintillation, and nuclear particle absorption on communications.
  • Maintain knowledge of non-EHF NC3 communications, including VLF/LF systems and their mission roles.
  • Advise program teams on terminal capabilities and their ability to support NC3 warfighter concepts.
  • Work proactively with minimal supervision while providing clear technical and programmatic communication.
  • Develop high-quality acquisition documents, plans, briefings, schedules, and program updates.
  • Collaborate with program offices, MAJCOMs, stakeholders, and industry to identify requirements.
  • Plan and facilitate meetings and technical exchanges with government and industry partners.
  • Research emerging commercial technologies that could address NC3 capability gaps.
  • Support program management reviews and senior-level meetings and decision forums.
  • Support IMP/IMS reviews and track acquisition and program activities.
  • Provide senior management with program status updates, acquisition briefings, and schedules.
  • Apply knowledge of Space and NC3 missions and organizations such as USSTRATCOM, AFSPC, and AFGSC.
  • Support planning of satellite resources needed to maintain NC3 communications.
  • Understand EHF endurance strategies designed to preserve communications following a nuclear attack.
  • Apply technical standards, procedures, and best practices within the applicable professional discipline.
  • Support interoperability testing and certification efforts, including coordination with organizations such as the Joint Interoperability and Test Command.

Qualifications:

Education/Certifications/Experience/Skills:
  • MA Degree and at least 20 years of experience in the related field, 12 of which must be with the DoD. 
  • OR, BA Degree and at least 25 years of experience related to the position requirements, 15 of which must be with the DoD. 
  • OR, 30 years of directly related experience, 20 of which must be with the DoD.
  • Must possess and maintain a government security clearance at the TS/SCI
  • Must be proficient in the use of Microsoft programs (including Excel, Word, Outlook, Word, Excel, PowerPoint, Access, Visio, and Project).
  • Must be able to perform all functional duties independently.
  • Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess a valid driver’s license and proof of insurance.

Pay Rate: The annual base salary range for this position is estimated between $130K-$139K. Please note that the salary information is a general guideline only. PE Systems considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
