Job Description

Duties

  • Performs as the Special Assistant to the Logistics Chief Information Officer and also develops policy, plans and advocates for all Logistics information systems. Plans, organizes, directs and coordinates the activities associated by the Logistics FOAs, and MAJCOMs in support of the development of over 300 information systems.
  • Exercises supervisory personnel management responsibilities.
  • Establishes the priority of modernization and integration of all AF logistics information systems and program resources. Acts as the Enterprise Logistics Information Technology working group co-chair in support of the Chief, Information Office Support Division, Directorate of Resource Integration, DCS/Logistics, Engineering and Force Protection vision of integrated logistics information systems and processes.
  • Serves as the Global Combat Support System (GCSS) Requirements Working Group voting member, ensures Logistics requirements are created and addressed.
  • Maintains active and aggressive interaction with the Air Staff, OSD, Joint Staff, MAJCOMs, Joint Commands, commercial vendors, Logistics standards committees and others to assure the integration of Logistics programs is achievable, provide maximum benefit to combat and business operations and is understood by all stakeholders.

  • This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

  • This is a Centrally Managed Position in the Logistics Management Series 0346 Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management, Series 0346.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the logistics management principles, concepts, policies, and laws; logistics functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve logistics problems; and all aspects of life cycle integrated logistics support. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Knowledge of Air Force Strategic Operations for the 21st century (AFSO 21) principles to identify problems and generate innovative solutions. Knowledge of the Enterprise Logistics Strategy and corresponding OSD, AT&L Functional Strategy.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the logistics management principles, concepts, policies, and laws; logistics functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve logistics problems; and all aspects of life cycle integrated logistics support.
  • Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
  • Knowledge of Air Force Strategic Operations for the 21st century (AFSO 21) principles to identify problems and generate innovative solutions.
  • Skill in applying Defense Logistics Management System (DLMS) standards to all Logistics systems. Knowledge of the Enterprise Logistics Strategy and corresponding OSD, AT&L Functional Strategy.
  • Skill in stratifying resources against approved programs; planning, presenting, and executing budgets; analyzing budget impacts on programs; forecasting long-term funding requirements; reviewing, evaluating, and presenting data; and supporting analysis of logistics management programs and activities' specialized documentation, etc. Ability to plan, organize, and direct the staff of an organization including special study teams and task forces composed of members from different organizations and commands.
  • Ability to communicate both orally and in writing.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
