ASRC Federal Technology Solutions LLC is seeking a highly qualified Foundational Layer Capability (FLIC) Subject Matter Expert (SME) with an active Top Secret security clearance to provide specialized technical support focused on the development, management, and prioritization of new and emerging foundational layer capabilities that enable data management, interoperability, data standards, and data fabrics. The scope includes key initiatives such as technical reviews of requirement documents, technical support to high-level leadership forums and experimentation events. This position directly supports Army modernization priorities by ensuring intelligence capability requirements are defined, prioritized, and aligned with the foundational intelligence layer and multidomain operations. In addition to serving as the FLIC SME, this position will serve as the onsite Site Lead for the ACM-F contract, providing day-to-day coordination and supervision of contractor personnel, supporting routine Government coordination, monitoring contract execution, and maintaining communication with the ASRC Federal Sr. Program Manager.

Key Responsibilities:
  • Provide technical support to the foundational layer development and management process. This includes providing technical input and reviewing key requirements and operational documents, such as Concept of Operations (CONOPS), annexes, appendixes, and tabs across functional areas, including All-Source Intelligence, HUMINT, CI, OSINT, C5ISR, the Common Operating Environment (COE), Multidomain Operations (MDO), and Army cloud computing.
  • Participate and provide technical support to selected forums prioritized by the COR, including Cross-Functional and Cross-Directorate Teams, Integrated Product Teams (IPTs), working groups, and leadership forums such as Councils of Colonels (CoCs) and General Officer Steering Committees (GOSCs).
  • Prepare assessments, formulate expert opinions, and present recommendations for Government approval as input to the various working groups and decision-making forums.
  • Support the requirements documentation process by providing technical and functional area expertise to ensure documents are accurate, complete, and aligned with strategic objectives.
  • Participate in designated exercises, experimentation events, and user engagements selected by the COR to assess the operational utility and integration challenges of the foundational layer, using the findings to inform the requirements process.
  • Collaborate on foundational layer and initiatives to enhance data management, interoperability, data standards, and data fabrics, integrating systems and processes under established governance across the Intelligence Enterprise from strategic to tactical levels.
  • Support the development and refinement of foundational layer capabilities by ensuring the integration of sensor processing, cloud computing frameworks, and system interoperability.

Site Lead Responsibilities:
  • Serve as the onsite Site Lead for the ACM-F contract, providing day-to-day leadership, coordination, and supervision of contractor personnel in support of PWS requirements.
  • Coordinate contractor activities to ensure personnel and resources remain aligned with Government-prioritized requirements and the funded level of effort.
  • Serve as the primary onsite interface between the contractor workforce, designated Government representatives, and the ASRC Federal Senior Program Manager for routine coordination of contract activities, priorities, and emerging requirements.
  • Develop, coordinate, and submit required contract deliverables in accordance with PWS requirements and established schedules. Monitor team performance to ensure assigned personnel consistently meet applicable performance and quality standards.
  • Maintain visibility of staffing, personnel availability, security and access requirements, travel, and other factors that could affect contract execution. Identify and promptly elevate performance, staffing, schedule, or contractual issues requiring Senior Program Manager awareness or action.

Qualifications:
  • A minimum of a bachelor's degree and 10 years of practical experience in the intelligence enterprise.
  • Active DOD Top Secret clearance with SCI eligibility is required. Candidates without a minimum of a Top Secret clearance will not be considered.
  • Proficiency in publishing and graphics support using Microsoft Office Suite, SharePoint, and Adobe Acrobat Professional.
  • Ability to perform technical editing to ensure documents are clear, logical, and appropriate for the intended audience in accordance with AR 25-50.
  • Ability to perform substantive edits to ensure document coherence, logical flow, and completeness.
  • Experience working independently on projects requiring research and the preparation of presentation materials.
  • Experience in C2 staff and capability development experience to develop, coordinate and intensively manage fusion and visualization requirements and processes across all echelons for foundational layer capabilities.
  • Experience with concepts, doctrine, and TTPs to support the development and refinement of foundational layer capabilities.
  • Knowledge of developmental and operational testing, including test workflows and data formats.
  • Experience in force capability development to coordinate and refine intelligence requirements.
  • Experience in capability development to coordinate requirements in support of foundational layer capabilities.
  • Experience with DoDIN, cloud computing frameworks, and Software-as-a-Service (SaaS) applications.
  • Comprehensive knowledge of MI systems, doctrine, and architecture, as well as C5ISR staff functions and capability development.
  • Knowledge of Army Cyber activities, DoDIN cloud environments, and the Common Operating Environment (COE).
  • Ability to travel up to 30% of contract time.
