ASRC Federal Technology Solutions LLC is seeking a highly qualified Counterintelligence (CI)/Human Intelligence (HUMINT) and Open-Source Intelligence (OSINT) Subject Matter Expert (SME) with an active Top Secret security clearance to provide focused technical support for the requirement development and prioritization of new and emerging technologies within the foundational layer framework. The primary focus of this role is on the CI and HUMINT disciplines, with a secondary focus on leveraging OSINT to achieve mission goals. This position directly supports Army modernization priorities by ensuring new and emerging CI/HUMINT and OSINT capabilities are defined, prioritized, and integrated to meet the evolving needs of the Army Intelligence Enterprise, with all efforts contributing to the development of the foundational layer.

Key Responsibilities
  • Provide technical support for the requirements development and prioritization of new and emerging CI/HUMINT and OSINT technologies within the foundational framework.
  • Focus on the front-end of capability development by defining and prioritizing requirements for new CI/HUMINT capabilities.
  • Identify next-generation technologies and tradecraft across both the CI/HUMINT and OSINT disciplines to drive their inclusion into future intelligence and Command and Control (C2) programs.
  • Ensure all new capability requirements and recommendations adhere to relevant CI/HUMINT guiding principles and the foundational layer capability framework.
  • Support the requirements documentation process by providing subject matter expertise on emerging CI/HUMINT operational needs and the OSINT technologies that can meet them.
  • Participate in Army CI & HUMINT related teleconferences and relevant OSINT working groups, providing analysis on how future technology development can solve key user challenges.
  • Participate in designated exercises, experimentation events, and user engagements selected by the COR to assess the operational utility and integration challenges of emerging CI/HUMINT and OSINT technologies, informing the requirements process for the foundational layer.
  • Evaluate hardware and software performance, incorporate lessons learned, and provide operational intelligence data to enhance testing and system refinement for CI/HUMINT and OSINT technologies.
  • Support working groups, assist with change management, and develop or update Tactics, Techniques, and Procedures (TTPs) to align with operational standards and modernization objectives.
  • Ensure emerging CI/HUMINT and OSINT capabilities remain adaptable, effective, and fully integrated into the foundational layer, directly contributing to the Army's modernization goals and supporting technological superiority and operational readiness across all echelons.

Qualifications:
  • A minimum of a bachelor's degree and 10 years of practical experience in the intelligence enterprise.
  • Active DOD Top Secret clearance with SCI eligibility is required. Candidates without a minimum of a Top Secret clearance will not be considered.
  • Proficiency in publishing and graphics support using Microsoft Office Suite, SharePoint, and Adobe Acrobat Professional.
  • Ability to perform technical editing to ensure documents are clear, logical, and appropriate for the intended audience in accordance with AR 25-50.
  • Ability to perform substantive edits to ensure document coherence, logical flow, and completeness.
  • Experience working independently on projects requiring research and the preparation of presentation materials.
  • Experience in C2 staff and capability development experience to develop, coordinate and intensively manage fusion and visualization requirements and processes across all echelons for foundational layer capabilities.
  • Experience with concepts, doctrine, and TTPs to support the development and refinement of foundational layer capabilities.
  • Knowledge of developmental and operational testing, including test workflows and data formats.
  • Experience in force capability development to coordinate and refine intelligence requirements.
  • Experience in capability development to coordinate requirements in support of foundational layer capabilities.
  • Experience with DoDIN, cloud computing frameworks, and Software-as-a-Service (SaaS) applications.
  • Comprehensive knowledge of MI systems, doctrine, and architecture, as well as C5ISR staff functions and capability development.
  • Knowledge of Army Cyber activities, DoDIN cloud environments, and the Common Operating Environment (COE).
  • Ability to travel up to 30% of contract time.
