Summary:

The Knowledge Management (KM) Analyst/SME provides enterprise-level Knowledge Management support to strengthen knowledge capture, organization, accessibility, governance, reuse, and knowledge-enabled decision support across the National Guard Enterprise (NGE). This role supports the development, implementation, and continuous improvement of KM processes, governance structures, knowledge architectures, content lifecycle practices, and knowledge-sharing capabilities.

Responsibilities

Essential Job Functions:
  • Support the development, implementation, and sustainment of enterprise KM governance processes, standards, policies, and procedures.
  • Analyze knowledge flows, business processes, and information-sharing practices to identify gaps, redundancies, silos, and opportunities for improvement.
  • Support the development and maintenance of enterprise knowledge architectures, taxonomies, metadata models, content types, naming conventions, and lifecycle rules.
  • Facilitate knowledge capture activities, including interviews, After Action Reviews (AARs), lessons learned sessions, and other structured knowledge-sharing activities.
  • Develop, organize, validate, and maintain reusable knowledge products that support mission execution, organizational learning, and continuity of operations.
  • Support content lifecycle management activities, including validation, publication, archiving, and retirement of knowledge assets.
  • Conduct KM maturity assessments and develop recommendations to improve enterprise KM capabilities and program performance.
  • Develop and maintain KM metrics, dashboards, assessments, and performance indicators.
  • Facilitate KM working groups, Communities of Practice, stakeholder engagements, and cross-functional knowledge-sharing activities.
  • Gather and analyze KM business requirements and translate findings into actionable recommendations and solutions.
  • Support the development and implementation of KM roadmaps, campaigns, and enterprise integration activities.
  • Coordinate with SharePoint/technical SMEs to ensure technical solutions align with KM governance, information architecture, taxonomy, metadata, and lifecycle requirements.
  • Support the application of structured KM methodologies, including Assess, Design, Develop, Pilot, and Implement (ADDPI).
  • Provide recommendations to improve knowledge culture, knowledge behaviors, collaboration, and enterprise knowledge sharing.

Qualifications

Necessary Skills and Knowledge:
  • Knowledge of enterprise Knowledge Management principles, practices, frameworks, and lifecycle methodologies.
  • Knowledge of knowledge architecture, taxonomy, metadata, content management, and information governance.
  • Ability to analyze knowledge flows and identify opportunities to improve knowledge accessibility, sharing, and reuse.
  • Experience developing knowledge products, governance documentation, assessments, metrics, and recommendations.
  • Strong analytical, organizational, problem-solving, and stakeholder management skills.
  • Basic proficiency with SharePoint Online (Microsoft 365), including sites, lists, libraries, permissions, and content organization.

Minimum Qualifications:
  • Must possess one of the following:
    • Knowledge Management Institute (KMI) Certified Knowledge Manager (CKM) or Certified Knowledge Specialist (CKS)
    • APQC Certified Knowledge Manager
    • S. Army Knowledge Management Qualification Course (KMQC)
    • Air Force KM Air Force Specialty Code (AFSC 3A0XX/3D0XX)
    • Bachelor's or higher degree in Organizational Learning or Library Science.
  • Minimum five years of demonstrated experience applying enterprise Knowledge Management principles and practices.
  • Minimum five years of experience supporting knowledge flow analysis, knowledge lifecycle management, knowledge architecture, metadata/taxonomy, knowledge product development, or KM governance.
  • Experience conducting KM maturity assessments and developing recommendations for program improvement.
  • Experience gathering business requirements and supporting cross-functional stakeholder engagements.
  • Must have Secret Clearance.

Preferred Qualifications:
  • Bachelor's degree in or a related field.


Pay and Benefits

Salary Range: $75,000-$95,000 annually.
