We are currently seeking a Financial Analysis Senior Specialist to join our team in Herndon, Virginia (US-VA), United States (US).
Job Summary:
Lead and support the development of cost and price proposals for Federal IT services opportunities, including task orders, IDIQ vehicles, recompetes, and strategic pursuits.
Build, maintain, and quality-check complex Excel-based pricing models that address solicitation requirements, contract type, labor mix, escalation, indirect costs, fee, subcontractor inputs, and other cost drivers.
Analyze RFP/RFQ requirements, pricing instructions, evaluation criteria, contract terms, and compliance requirements; identify pricing questions, risks, assumptions, and data gaps for the proposal team.
Develop cost-volume schedules and coordinate pricing inputs across Capture/Business Development, Contracts, Finance, Human Resources, Procurement/Subcontracts, Operations, and proposal teams.
Assist in developing pricing strategies using competitive analysis, Price-to-Win (PTW), market intelligence, historical data, labor-market data, and risk analysis.
Prepare accurate, compliant, and audit-ready cost/price volumes, supporting schedules, pricing narratives, and management review materials.
Facilitate pricing reviews with the Pricing Director and senior leadership; clearly explain assumptions, sensitivities, risks, profitability, and recommended pricing positions.
Evaluate labor categories, staffing assumptions, compensation, geographic differentials, escalation, and market wage data to support realistic and competitive pricing.
Apply working knowledge of Federal contracting requirements, including FAR, CAS when applicable, solicitation-specific disclosure requirements, and company pricing policies.
Perform scenario, sensitivity, and profitability analyses to support bid decisions and negotiation positions.
Partner with program and operations leaders to improve forecast accuracy, understand delivery economics, and identify opportunities to improve engagement profitability.
Manage multiple pricing assignments under tight proposal deadlines while maintaining strong version control, documentation, and quality assurance.
Basic Requirements:
Bachelor's degree in Finance, Accounting, Economics, Mathematics, Business, or a related quantitative field; equivalent relevant experience may be considered.
Minimum 5 years of progressive pricing, cost estimating, financial analysis, or proposal pricing experience supporting U.S. Federal Government services contracts; Federal IT services experience strongly preferred.
Minimum 5 years of experience developing Federal cost/price proposals and complex Excel-based pricing models with limited oversight.
Minimum 5 years of experience working with common Federal contract types, including Firm-Fixed-Price (FFP), Time-and-Materials (T&M), Labor-Hour (LH), Cost-Plus-Fixed-Fee (CPFF), and other cost-reimbursement structures.
Minimum 5 years of experience with labor-based services pricing, including direct labor, indirect rates, escalation, other direct costs, subcontractor pricing, and fee/profit.
Minimum 5 years of experience using Advanced Microsoft Excel skills, including complex formulas, lookups, pivot tables, data validation, sensitivity analysis, and model auditing.
Hybrid 2-3 days onsite in Herndon office
NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this role is $84,216 - $126,324. Actual compensation will depend on a number of factors, including the candidate’s relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and/or company performance. If the position offered in temporary, the position will not be eligible for incentive compensation.
