Specialized Experience: Your resume must contain one year of specialized experience which includes:
(1) Conduct studies of budgetary trends and anomalies (review of guidance and policy) to verify and validate the Army's Foreign Military Sales (FMS) and Foreign Military Financing (FMF) budget; (2) Advise on programmatic financial and budgetary status to ensure the budget execution of FMS funding; (3) Allocate funds to individual organizations, programs, or requirements based on an analysis of budget estimates, historical expenditures, projected workload, and approved funding; (4) Identify and resolve financial/budget problems to lessen the impact on program status and budgetary restraints; (5) Analyze budgetary guidance, policies, and regulations to ensure program requirements are met; AND (6) Supervise, assign work to, and mentor financial/budget analysts on FMS and FMF execution.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).
Education

- Analyze budgetary constraints of legislation, policies and procedures to determine impact on funding.
- Execute budgetary and financial management functions on issues, policies, and procedures applicable to the budget execution.
- Develop and distribute guidance and documentation for budget issues.
- Review budget submissions for accuracy, consistency and in conjunction with the budget year.
- Identify financial problem areas to ensure obligations/expenditures remain within the controls of the program.
- Lead teams to carry out projects/programs related to budget execution and financial management.
- Mentor staff to promote the strategic direction of financial programs and/or projects.

- Must obtain and maintain a Secret level security clearance.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
