Job Description

Duties

  • Performs systems, wide area network (WAN), and computer system administration duties. Provides management oversight and supervision of all communications processes, computers, and information system programs in direct support of all detachment personnel.
  • Serves as the OSI Detachment 322 Financial Resource Advisor. Serves as a member of host base financial working group and the Detachment Commander's spokesperson on the status and availability of unit funds.
  • Plans, organizes, and executes mission support activities for OSI Detachment 322. Provides general administrative support and management services in non-technical areas of concern to the Commander.
  • Performs miscellaneous office automation and information management duties. Performs administrative review of all correspondence/documents for administration completeness and correctness.
  • Serves as the detachment liaison for personnel, equipment/supply control, and investigative support matters. Establishes, develops, and maintains effective working relationships with 3 FIR staff, 92nd Communications Squadron, 92nd Mission Support Group (MSG), Comptroller, and Plans and Programs. Serves as the Detachment 322 Records Manager. Establishes and maintains detachment file plan (electronic and hard files).

  • Must be able to obtain and maintain a Top-Secret clearance.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Employee must work under pressure. Emotional stability, tact, and maturity are necessary to cope with unusual and stressful situations.
  • May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.
  • The selectee must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander's designated representative(s).
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of command structures, missions, and organizational relationship, plus a thorough understanding of the interrelationships between Services, agencies, and commands. Ability to communicate policy and requirements in concise, direct, and accurate terms to personnel, agencies, as well as members of other Services, and US allies. Working knowledge of personal computer equipment, internal computer processes, application and utility programs, a wide range of analytical and diagnostic methods, procedures, and principles to identify system failures, and take corrective actions.

OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.

OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge and understanding of Air Force, DOD, OSI and federal financial, personnel, logistics, communications, computers, and information management processes. Manages network configuration and functioning to ensure access to sensitive data with limited exception. 2. Knowledge of personal computer capabilities and limitations, peripheral equipment, software configuration, and DOD and Air Force networking standards, policies, and techniques to provide a substantial range of technical support and assistance to users of networks and personal computers in the unit.

3. Knowledge of extensive body of rules, procedures, policies, and processes covering the review, validation, and submission of a wide range of funds management and financial transactions under appropriated funds and reimbursable accounts to process and extract budgetary data from a variety of forms, documents, and reports.

4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to analyze personnel records to extract pertinent information and to determine other leads necessary to obtain information.

5. Ability to communicate effectively, both orally and in writing, train users and provide assistance to customers.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL CONDITIONS OF EMPLOYMENT: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by of the Air Force, national security, and public safety.
