Position Overview The Garrett Group is seeking a highly experienced Senior ISR Modeling & Simulation Specialist to provide advanced technical expertise in high‑fidelity, physics‑based modeling, simulation, and analysis of global Intelligence, Surveillance, and Reconnaissance (ISR) systems and architectures. This senior-level role supports the development, assessment, and optimization of ISR capabilities and TCPED processes while providing project leadership and subject-matter expertise to enhance mission effectiveness across DoD and Intelligence Community operations.

Position Overview The Garrett Group is seeking a highly experienced Senior ISR Modeling & Simulation Specialist to provide advanced technical expertise in high‑fidelity, physics‑based modeling, simulation, and analysis of global Intelligence, Surveillance, and Reconnaissance (ISR) systems and architectures. This senior-level role supports the development, assessment, and optimization of ISR capabilities and TCPED processes while providing project leadership and subject-matter expertise to enhance mission effectiveness across DoD and Intelligence Community operations.
Responsibilities
- Lead complex physics-based, discrete-event modeling and simulation efforts for existing, emerging, and conceptual global ISR systems and associated TCPED processes.
- Conduct detailed analysis of integrated ISR systems-of-systems architectures, environmental factors, and operational behaviors to inform ISR modernization strategies.
- Execute military war game and theater-level campaign modeling to evaluate ISR contributions within broader operational constructs.
- Analyze military ISR architectures, platforms, sensors, and TCPED processes to assess performance, identify gaps, and support future system development.
- Develop, maintain, and enhance ISR data extraction, transformation, and loading (ETL) tools using Python, Perl, HTML, C++, Java, and Visual Basic.
- Produce high-quality technical deliverables, including analytic papers, briefings, and data-driven assessments for senior decision-makers.
- Lead project activities, coordinate analytic workflows, and perform technical reviews to ensure rigor, accuracy, and mission alignment.
- Collaborate effectively with multidisciplinary teams, clearly articulating requirements, methodologies, and findings to both technical and operational stakeholders.
Qualifications
- Proficiency with Microsoft Outlook, Word, PowerPoint, Excel, and Access.
- Demonstrated knowledge of geospatial and visualization tools including ArcGIS and Google Earth or similar platforms.
- Strong written and oral communication skills to articulate requirements, procedures, and analytic outputs.
- Comprehensive knowledge of the intelligence cycle and its relationship to DoD collection operations, platforms, and sensors.
- Experience in IC, DoD, and global ISR disciplines including GEOINT and SIGINT.
- Proficiency with Collection Requirements Management tools such as GIMS, PRISM, NSRP, and SAVANT.
- Proficiency with Collection Operations Management tools including ROME and BVI.
- Experience using COTS analytics platforms such as SAS Federal, Tableau, and Spotfire.
- At least 10 years of relevant experience performing physics-based, discrete-event, high-fidelity modeling and simulation of global ISR systems and associated TCPED processes.
- Demonstrated experience conducting detailed analysis of ISR systems, integrated system-of-systems architectures, environmental factors, and TCPED processes.
- At least 4 years of current experience (within the past 5 years) modeling and analyzing military ISR architectures, systems, and TCPED processes.
- At least 1 year of current experience (within the past 4 years) conducting military war game or theater campaign modeling.
- Demonstrated experience with the full technical development lifecycle for validating integrated system, people, product, and process solutions.
- Proficiency in Python, Perl, HTML, C++, Java, and Visual Basic for developing and maintaining ISR modeling and ETL tools.
- Ability to build and maintain ETL methods for ISR web services to support modeling and analysis.
- Demonstrated experience conducting technical reviews of analytic products including briefs and technical papers.
- At least 1 year of project leadership experience (within the past 4 years), overseeing analytic tasks and ensuring the delivery of high-quality results.
