Summary:
The primary purpose of this position is: to serve as the Liaison Officer for Headquarters Air Force Strategic Deterrence and Nuclear Integration (HQ AF/A10) with Headquarters United States Air Forces in Europe-Air Forces Africa (USAFE-AFARFRICA) overseeing NATO deterrence operations and nuclear engagements involving Nuclear Command, Control, and Communications (NC3) systems, Countering Weapons of Mass Destruction/Chemical, Biological, Radiological, and Nuclear (CWMD/CBRN) equities, nuclear policies, and treaties with a variety of military and government agencies and foreign partners.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge and skill in establishing, developing, and maintaining effective working relationships with foreign governments (i.e., intelligence services, law enforcement, military, ministries, etc.) regarding nuclear operations and security, and official policy guidelines on relationships with foreign partners sufficient to support, represent, and communicate Department of Defense (DoD), Department of the Air Force (DAF), HQ AF/A10 and HQ USAFE-AFAFRICA interest and concerns; Expert knowledge of, and skill applying laws, policies, regulations, and precedents sufficient to oversee, advise, consult, and/or make recommendations concerning NATO deterrence operations and nuclear engagements involving Nuclear Command, Control, and Communications (NC3) systems, Countering Weapons of Mass Destruction/Chemical, Biological, Radiological, and Nuclear (CWMD/CBRN) equities, nuclear policies, and treaties; Mastery knowledge of the mission, function, programs, organization and command structures, and relationships within Office of the Secretary of Defense (OSD), Joint Staff, Interagency partners, Services, NATO, foreign partners and other organizations sufficient to provide support, facilitate coordination and provide insight regarding elements of the U.S. Government and other associated agencies, or stakeholders deemed essential to AF/A10 and USAFE-AFAFRICA mission.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Extensive knowledge and experience working with partners including foreign, military, federal, and private sector officials. Thorough knowledge of Air Force organizations, functions, authorities, and lines of command. Knowledge must cut across the entire spectrum of Air Force nuclear programs, Nuclear Command, Control, and Communication (NC3) systems, operations, and management. Expert knowledge of program management and organizational principles and practices. Expert skill in conducting enterprise-level assessments and analysis; and in interpersonal, organizational, and problem-solving. Expert skill in academic research analyzing projected future strategic environments and threats to develop policy and strategies to enhance stability, deterrence, and assurance; and propose concepts, methods, and plans dealing with nuclear operations and C-CBRN. Ability to manage sensitive matters and/or complex problems, make key contributions to group efforts, and exercise appropriate leadership and initiative. Ability to work effectively both independently and in a team or collaborative environment; to succinctly present analytical insights, results, and conclusions to senior leaders. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Summary:

Duties:
- Serves as Senior Advisor and Subject Matter Expert for HQ AF/A10 as liaison to HQ USAFE-AFAFRICA.
- Coordinates with DAF and foreign stakeholders to ensure open communication channels and nuclear deterrence capability awareness.
- Implements actions to enhance security and survivability of strategic assets including Nuclear Command, Control, and Communication (NC3) systems, Countering Weapons of Mass Destruction/Chemical, Biological, Radiological, and Nuclear (CWMD/CBRN) equities that are deployed in the area to ensure operational responsiveness and integration.
- Reviews established CONOPS framework for follow-on documents, coordinates actions, and activities to ensure the safe, secure, and timely exchange of USEUCOM strategic assets with other NATO partners.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- CWMD/C-CBRN experience working at a MAJCOM, NAF, HAF level position abroad in a NATO environment is highly desired.
- May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
