Specialized Experience: One year of specialized experience which includes: strategic communications and system fielding; examining administrative and management problems and recommending solutions; executing human resources actions to include performance and fiscal management; facilitating employee empowerment, training, allocating available resources; facilitating team synergy through consensus building and team objectives, providing training, coaching, mentoring and assisting employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
Education

- Serves as the Army's Records Management Custodian and functional proponent for the interactive Personnel Electronic Records Management System (iPERMS).
- Interviews candidates for key positions; makes selections for promotion, reassignment or appointment; and approves key selections made by subordinate managers.
- Reviews position structure of subordinate offices to ensure positions are established to provide optimum utilization of resources.
- Analyzes trends, leverages communication platforms, and the Command Knowledge Base to provide direct support to Soldiers, Veterans, Civilians, and their Family Members.
- Consults Army leadership, Army commands, and other departmental agencies on issues relating to customer relations and mechanisms designed to gather information that influences key HR decisions across the entire HR enterprise.
- Collaborates with heads of other organizational entities to negotiate, decide on, and/or coordinate work related changes affecting them.
- Plans, directs, and synchronizes operations. Directs the activities of teams engaged in functional design, modernization, program development, strategic communications, and system fielding.

- One-year supervisory probationary period may be required. A one-year probationary period is required if the selectee has not previously met this requirement.
- This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
