Job Description

Duties

  • Operational Management & Oral History Program. Serves as the Deputy Director, sharing fully with the Director in planning, organizing, and directing the daily operational activities of the History Office (HO).
  • IC Liaison & Strategic Research. Represents the 16th Air Force and the Enterprise History Office at professional conferences, meetings, and with a variety of installation and functional area organizations.
  • Enterprise Policy Formulation & Subordinate Unit Oversight. Interprets HQ USAF History, Heritage, and Museum Program policy.
  • TS/SCI Archive & Resource Administration. Manages resources, information, and digital content. Controls uses of resources for the oral history program, supervising the transcription and editing of oral histories and preparing related distribution lists.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions

Basic Requirements:

A bachelor's degree: history; or related field that included at least 18 semester hours in history. NOTE: You must submit copies of your college transcripts.
OR
Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education. NOTE: You must submit copies of your college transcripts.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include having professional knowledge of established methods and techniques of historical research in the collection, evaluation, analysis, or presentation of historical facts. Must be able to function as a professional historian with minimum supervision. Requires knowledge of the location and arrangement of source materials in the various archives or other repositories. Must be able to write effectively. Must be able to apply substantial breadth and knowledge of the specialized subject areas involved, in evolving and testing hypothesis to clarify complex and often obscured casual relationships.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of established methods and techniques of historical research in the collection, evaluation, analysis, or presentation of historical facts.
2. Working knowledge of the location and arrangement of source materials in various archives or other depositories. Ability to plan, organize and direct the functions and mentor, motivate and appraise the staff of an organization; ability to analyze, plan and adjust work operations to meet program requirements and objectives with available resources.
3. Through knowledge and ability to employ substantial breadth and depth of knowledge of the specialized subject areas involved, in evolving and testing hypotheses to clarify complex and often obscure casual relationships.
4. Skill in advanced management and organizational principles and practices to develop and implement integrated approaches and solutions to mission support problems, policies, and procedures and knowledge of security practices for ensuring the safeguarding of classified information.
5. Skill in synthesizing HQ-level organizational goals and objectives, other organizations, programs, missions, and functions to perform comprehensive analysis and studies on cryptologic, cyber, information warfare areas, and other historical topics.
6. Ability to communicate efficiently both orally and in writing; to express the organization's history position to a variety of audiences, and to interpret and explain policies and guidance for operation of the history program, laws, regulations and procedure

Conditions of Employment cont'd:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.
