Job Description

Vickers and Nolan Enterprises (VNE) is an engineering company that provides Government projects and programs with experienced and dedicated system architects, engineers, subject matter experts (in tactical intelligence), and program managers. VNE also develops training courses and tools to prepare warfighters to effectively employ tactical intelligence systems and provide management guidance to the Government organizations that develop these systems.

Qualifications

VNE, LLC is looking for a Cleared Scrum Master

Minimum Qualifications:

Education:
  • Bachelor's degree in business, management, information technology, engineering, computer science, or a related technical discipline; or four (4) additional years of relevant professional, military, or technical experience may be substituted for the degree requirement

Experience:
  • Ten (10) years of relevant professional experience in program/project management, technical management, systems engineering/integration, business or management analysis, Agile software development, DevSecOps, or a related technical or management discipline.
  • Demonstrated experience supporting and coordinating cross-functional teams in a technical or program environment
  • Demonstrated ability to collect, review, and analyze technical and programmatic information and develop recommendations or solutions.
  • Experience facilitating Agile/Scrum activities, including sprint planning, daily stand-ups, backlog refinement, sprint reviews, and retrospectives.
  • Experience using Jira or a comparable Agile/project-management platform.
  • Secret level Clearance required, TS/SCI Preferred.

Preferred Qualifications:
  • Certified ScrumMaster (CSM), Professional Scrum Master (PSM), or equivalent Agile certification.
  • Hands-on experience using JIRA for Agile team management, backlog refinement, sprint tracking, dashboards, filters, queries, and reporting.
  • Experience supporting U.S. Navy, DoD, or other Federal Government programs.
  • Experience in Agile/DevSecOps environments supporting software, systems, engineering, logistics, configuration management, or cybersecurity teams.
  • Familiarity with NIWC Atlantic, PMW-120, ISR/IO, CM/ILS, or similar DoD program environments.
  • Familiarity with Government reporting, CDRLs, configuration/data management, and ILS processes.

Job Description:
  • Facilitate all Agile/Scrum ceremonies: daily stand‑ups, sprint planning, backlog refinement, sprint reviews, retrospectives, and release readiness events.
  • Coordinate sprint deliverables, risks, dependencies, and impediments across engineering, logistics, configuration management, cybersecurity, and SSA teams in alignment with the PWS.
  • Maintain and track Agile performance metrics (burndown, velocity, throughput, CFD, risk registers) supporting CM, ILS, SSA, and SE IPT reporting rhythms.
  • Serve as the communication conduit between Government Product Owners, NIWC IPT Leads, VNE project leadership, and technical teams.
  • Align sprint planning and outcomes with PWS requirements, IMS updates, and CDRLs A001, A002, A003, A007, A00A, A009, and others as applicable.
  • Support PWS‑required coordination forums (ILSMT, ILS IPT, SE‑IPT, LCCB, PTRB, risk review meetings).
  • Remove blockers, resolve conflicts, and maintain high team efficiency, morale, and collaboration.
  • Maintain Agile artifacts, dashboards, and records in compliance with contract documentation standards.
  • Coordinate stakeholder communications and update briefings per PMR and IPT expectations.
  • Support continuous improvement initiatives, implementing updated Agile workflows and team optimizations.
  • Ensure compliance with NIWC Atlantic security, mandatory training, cyber workforce requirements, and communications handling per PWS Section.
  • Other duties as assigned.

Essential Duties of the Job:
  • Ability to communicate task requirement information to client in a clear and concise manner.
  • Must be able to sit and stand for prolonged periods of time, as well as lead and participate in meetings and working groups.
  • Requires visual acuity to use a keyboard.
  • Must be able to attend work each day, during scheduled hours, unless on travel or approved time off.
  • Ability to work on computer for long periods, and communicate with individuals by telephone, email and face-to-face
