Job Description

Position Summary

K2 Solutions, Inc. is seeking an experienced Journeyman Programmer to provide software development, programming, testing, integration, application administration, and technical support in support of USSOCOM J8-S.

The Journeyman Programmer will support the development and sustainment of software models, databases, analytic tools, and applications used to support Joint Mission Analysis (JMA) and related mission requirements. The position will work closely with senior developers, database administrators, network systems engineers, analysts, and Government personnel to ensure software solutions are reliable, secure, properly integrated, and responsive to evolving USSOCOM requirements. The Journeyman Programmer will also support software quality assurance through structured testing, defect identification, troubleshooting, software upgrades, and continuous refinement of models and tools.

Key Responsibilities

Software Development & Programming

• Develop, maintain, test, troubleshoot, and integrate software solutions supporting J8-S mission requirements.
• Complete software programming, bug fixes, integration activities, testing, and software refinement.
• Support continuous software development on the Development Network, including coding, testing, troubleshooting, and refinement of models and tools to meet USSOCOM requirements.
• Support development of software-coded solutions, including modeling and simulations, spreadsheets, data-entry applications, web-based applications, Geographic Information Systems (GIS) databases, and other solutions supporting requests for data.
• Provide technical expertise regarding hardware requirements and software modeling and coding efforts.
• Develop software tools, maintain supporting databases, and design model products and web-based interfaces.
• Evaluate software performance and recommend improvements to increase system efficiency, usability, reliability, and capability.

Software Testing & Quality Assurance

• Execute test cases and test scripts developed by senior testers.
• Perform functional, regression, integration, and basic system testing.
• Identify, document, track, and reproduce software defects.
• Verify software fixes following implementation by developers.
• Prepare and maintain test documentation, test results, and reports.
• Participate in requirements reviews, technical discussions, and team meetings.
• Follow established software testing procedures, development processes, and quality standards.
• Work under the direction of senior developers and technical leads to support software quality and overall project objectives.
• Install, test, and maintain software upgrades as provided and/or directed by the Government.
• Implement periodic version upgrades to correct software issues, improve efficiency and usability, and provide additional capabilities.
• Serve as a primary developer and integrator for JMA models, including SCRAAM and SOFAMS, and associated tools.
• Develop, integrate, maintain, and support tools including:

- Leveler/Grapher

- Reporter

- Date Movement Tool

- Scenario Grouper

- Resource Set Shaper

- Scenario Disengagement Tool

- Scenario Pass and Priority Tool

• Provide and maintain software and data on supported systems, including SOFAMS and associated databases, SCRAAM, the Special Operations Forces Ammunition Requirement Model (SOFARM), SOF Logistics Model, and other analytic products.
• Provide and maintain a Leveler Module compatible with SOFAMS to track and illustrate requirements entered through the SOFAMS software.
• Provide J8-S with software capabilities allowing each functional SOA to enter CONOPs across mission areas, including Special Forces, Ranger, MARSOC, NSW, MISO, CAO, ARSOAC, and AFSOC.
• Interface with the Global Force Management (GFM) and GSOS processes to determine model requirements and inputs, manage data fidelity, analyze results, and develop model products.

Application & Systems Administration

• Serve as the software application administrator for software residing on the JMA LAN and J8-S desktop computers used to collect, process, and analyze JMA data.
• Administer required Commercial Off-The-Shelf (COTS) software supporting J8-S requirements.
• Maintain applications and databases containing climatic, threat, environmental, and friendly and hostile weapon-system performance data.
• Support data-input forms, digital mapping systems used for data input, extraction and display, database quality-control tools, and software utilizing the JMA database.
• Provide development and maintenance support for the stand-alone network supporting the J8-S mission.
• Support an environment capable of simultaneously operating multiple models and databases and accommodating the variety of analysis required by J8-S.
• Provide technical expertise regarding software and supporting hardware configurations.
• Evaluate new hardware and software and provide recommendations based on mission requirements, compatibility, performance, and operational needs.

Technical Coordination

• Coordinate closely with the Database Administrator and Network Systems Engineer regarding software design, database design, hardware configurations, and communications requirements.
• Collaborate with Government personnel, analysts, developers, database administrators, network engineers, and other technical stakeholders to ensure software and systems meet operational requirements.
• Participate in technical reviews and requirements discussions to identify software needs and translate mission requirements into executable technical solutions.
• Support integration between software applications, databases, networks, models, and analytical tools.

Information Assurance & Cybersecurity

• Perform duties as a Baseline and Privileged Use Certified Information Assurance Technical (IAT) Level II professional in accordance with applicable requirements, including:

• DoD 8570.01-M

• DoD Instruction 8140.01

• USSOCOM Manual 380-3

• SIE OPORD

• Follow established cybersecurity, access-control, system-security, and information-assurance procedures.
• Ensure software development, installation, configuration, maintenance, and administration activities comply with applicable security requirements.

Qualifications

- Applicants must have a current DoD Secret clearance and be eligible for an upgrade to Top Secret/SCI with ACCM read-on within four months of hire. Demonstrated experience in software programming, development, testing, integration, or application administration.
- 5 years of experience in software programming
- 3 years of experience (can be concurrent with the 5 years above) in programming and database development using various development languages or frameworks such as .Net/JAVA/JavaScript/Python/R
- 2 years of experience (can be concurrent with the 5 years above) working in Visual Studio development suite
- 1 year of experience in performing analysis such as:
- Performing database queries and export data from various databases.
- Performing stochastic and risk analysis
- Developing mathematical programming formulations to optimize deterministic models
