Job Description

Duties

  • Exercises supervisory personnel management responsibilities.
  • Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  • Develops, modifies, and/or interprets performance standards.
  • Manages, directs, and executes wide spectrum pay operations (Military Pay, Civilian Pay, Accounts Payable, and Travel Pay) for States USPFO customers.
  • Develops policies, coordinates, and performs all military pay functions for organizations at all levels of serviced installations.
  • Confers and resolves all problem areas related to the branch's administrative and functional responsibilities in relation to DCPS and its related accounting interfaces.
  • Assists with resolving complex functional problems within the pay system and affected customers.
  • Directs the preparation, analysis, reconciliation, consolidation, and submission of all required finance reports.
  • Advise senior leaders of findings and recommendations for corrective action and coordinates with appropriate directorates to improve pay processes.
  • Monitors the organization's internal metrics and other performance measurement indicators.
  • Participates in formal and informal management planning, policy, and decision-making sessions.
  • Reviews all responses to congressional inquiries to ensure accuracy and consistency with policy and regulatory guidance.
  • Performs other duties as assigned.

  • Must be able to obtain and maintain a secret security clearance of the position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May occasionally be required to work other than normal duty hours; comp-time and/or overtime may be required.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • United States Citizenship is required.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
  • Federal employment suitability as determined by a background investigation.
  • Position is subject to the provisions of the DoD Priority Placement Program.
  • May be required to successfully complete a trial period.
  • May be required to successfully complete a supervisory probationary period.
Qualifications

GENERAL EXPERIENCE: Must possess possess skill in collecting and analyzing data effectively, efficiently, and accurately; skill applying procedures and directives by reading and interpreting program material; skill in presenting formal training presentations and briefings; and the ability to prepare reports and presentation formats.

GS-12 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience, education or training equivalent to at least the GS 11 grade level that demonstrates experiences in leading, planning and scheduling program work in a manner that promotes smooth flow and even distribution of assigning work requirements; experiences training and guiding employees on finance programs and assigning tasks; experiences involved balancing finance program work requirements, finance and budget program policies, and providing advice, mentoring, and direction on a wide variety of tasks; and, addressing employee performance issues. This specialized experience must also include knowledge of pay systems supporting Military Services and Defense Agencies..

SELECTED APPLICANTS ARE REQUIRED TO PARTICIPATE AND MEET ALL REQUIREMENTS ASSOCIATED WITH THE DOD FINANCIAL MANAGEMENT (FM) CERTIFICATION PROGRAM.

Education

Must possess a completed undergraduate or graduate degree education from an accredited college/university and was awarded a college degree in one of - or - be a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.

When education is required or substituted for experience, you must submit copies of college transcripts with the application packet. Unofficial copies may be submitted for application purposes, but placement will not occur until official transcripts have been provided.
