What Impact You'll Have

As the Navy Tactical Exploitation of National Capabilities (TENCAP) Representative to U.S. Fleet Cyber Command/TENTH Fleet's Navy Cryptologic Office (NCO) you will serve as Navy TENCAP's technical representative, within the Navy Cryptologic Office (NCO), facilitating collaboration among operational stakeholders, national capability providers, research and development organizations, acquisition partners, and other mission-focused organizations to identify, assess, and advance opportunities that enhance maritime cryptologic and Information Warfare (IW) mission effectiveness. The position leverages NCO's unique proximity to U.S. Fleet Cyber Command/Commander TENTH Fleet Headquarters, NSA/CSS, and other national mission partners to support the evaluation and transition of capabilities relevant to Fleet operations.

You will advocate for, plan, coordinate, and assess the integration of Navy TENCAP capabilities into Navy tactical platforms, ensuring advanced collection, exploitation, and analytical technologies are effectively developed and integrated within realistic operational environments. You will directly influence the modernization of Navy intelligence, surveillance, reconnaissance, and targeting capabilities while shaping the future evolution of the Navy's Distributed SIGINT Operations (DSO) enterprise.

What You'll Be Owning

As Navy TENCAP's liaison officer you will work across operational, technical, and organizational boundaries to identify capability gaps, explore emerging solutions, and promote opportunities for experimentation, operational assessment, and capability transition. Through engagement with Fleet stakeholders, capability developers, resource sponsors, and national mission partners, the incumbent supports efforts that improve operational effectiveness within Counter-C5ISRT, Integrated Fires, Maritime SIGINT, Battlespace Awareness, Assured Command and Control (AC2), and Fleet Readiness mission areas.

Key areas of ownership include:

• Serve as the primary Navy TENCAP representative within the Navy Cryptologic Office (NCO), facilitating coordination among operational stakeholders, capability providers, acquisition organizations, research activities, and other mission partners.
• Identify, assess, and communicate operational capability gaps, mission challenges, and emerging opportunities relevant to maritime cryptologic and Information Warfare mission areas.
• Advise stakeholders on emerging capabilities, operational concepts, and technology opportunities that support Counter-C5ISRT, Integrated Fires, Maritime SIGINT, Battlespace Awareness, Assured Command and Control (AC2), and Fleet Readiness objectives.
• Foster collaboration among Fleet organizations, national capability providers, research and development activities, acquisition organizations, and resource sponsors to support the evaluation and maturation of potential capability solutions.
• Support the planning, coordination, and execution of demonstrations, exercises, experiments, operational assessments, and other evaluation activities designed to assess emerging capabilities and operational concepts under realistic operational conditions.
• Develop and deliver assessments, briefings, recommendations, and decision-support products that inform stakeholders understanding of capability opportunities, operational utility, and transition considerations.
• Identify and promote opportunities for low-cost, high-impact investments that support the evaluation, demonstration, or operational assessment of capabilities addressing validated mission needs.
• Coordinate with operational users, capability developers, resource sponsors, acquisition partners, and other stakeholders to support capability transition efforts and identify opportunities for accelerated operational integration.
• Maintain awareness of relevant capability development efforts, research initiatives, experimentation activities, and emerging technologies across the Navy, Joint Force, Intelligence Community, industry, and academic communities.
• Represent TENCAP interests during capability development, experimentation, assessment, and transition activities while supporting collaboration among stakeholders pursuing shared operational objectives.

What You Must Have:

• Active Top Secret/Sensitive Compartmented Information (TS/SCI) with Poly security clearance
• S. Citizenship
• Minimum of 10+ years of demonstrable experience working with National Technical Means (NTM), overhead sensor systems, space-based intelligence collection, or IC data architectures. Demonstrated leadership experience within cryptologic, intelligence, cyber, Information Warfare, or other operational mission areas supporting Navy, Joint, or Intelligence Community objectives.
• Direct, hands-on experience utilizing, configuring, or managing National capabilities on tactical platforms. Comprehensive understanding of maritime cryptologic and Information Warfare missions, operational environments, and capability development processes.
• Deep understanding of Information Warfare pillars, Carrier Strike Group (CSG) structures, Navy command-and-control (C2) applications, and National Combat Support Agency architectures. Ability to operate effectively within dynamic, cross-functional environments while managing multiple initiatives, stakeholders, and competing priorities.
• Strong familiarity with tactical data processing pipelines, cloud-based data architecture, multi-INT data fusion methods, and cross-domain solution (CDS) mechanisms.

What Would Be Nice to Have:

• Experience serving in a headquarters, major staff, operational planning, capability development, or enterprise-level coordination role supporting senior leader decision making.
• Experience supporting Fleet, Joint, or national-level operational missions.
• Familiarity with Navy capability development, experimentation, acquisition, resource sponsorship, or modernization processes.
• Experience working with Intelligence Community, research and development, science and technology, acquisition, or other national-level organizations.
• Familiarity with operational assessments, demonstrations, exercises, experimentation activities, or capability transition efforts.
• Demonstrated ability to coordinate and influence outcomes across multiple organizations without direct tasking authority.
• Understanding of emerging technologies, operational concepts, and capabilities relevant to maritime cryptologic and Information Warfare missions.
• Experience coordinating efforts across multiple organizations to support mission-focused capability development, integration, or transition activities.
