COMMAND POST TRAINING MANAGER

Duties

• Develops and implements training syllabus for initial qualification, proficiency training and certification programs for Command Post controllers, augmentees and others as designated.
• Develops, administers, and documents written exams and scenario testing for evaluating the proficiency of personnel.
• Analyzes and evaluates unit requirements and functions in support of the unit commander and staff as it relates to command and control under contingency and peacetime operations.
• Serves as the focal point of contact and executes mission movement of the unit's peacetime, contingency, and wartime flying operations.
• Receives, analyzes, deciphers and takes actions on time critical Higher Headquarters' alert orders and messages as it relates to air base defense, sabotage, acts of war, posturing of forces and natural disasters.

• Must be able to obtain and retain Top Secret (TS/SCI) security clearance

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position being filled. Specialized experience is experience which includes performing a wide variety of command post operations; managing emergency situations, coordinating complex logistics, and providing authoritative guidance based on comprehensive knowledge of C2 regulations and directives and applying an understanding of Status of Resources and Training System (SORTS) instructions to analyze, correlate, and synthesize operational data from multiple reporting systems to brief leadership on unit readiness.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100 percent. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of organization training programs, operational reporting, mission monitoring, and emergency actions.

Knowledge of security instructions, practices, and procedures.

Knowledge of researching, collecting, analyzing, organizing and preparing various data for reports and presentations.

Knowledge of disaster response agencies, their capabilities, and relationships to the organization.

CONDITIONS OF EMPLOYMENT CONTINUED:

• This is an ART enlisted position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. Regular assignments are primarily ART duties; however, may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.
• This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. A military service member's statement of service/certification will be accepted IF a terminal leave form or DD214 cannot be provided. The statement/certification should indicate member's separation from active duty is within 120 days of the closing date of this announcement. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Air Reserve Technicians are part of the regular civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain active membership in an Air Force Reserve unit so long as they occupy Air Reserve Technician positions.
