Job Description

Position Summary
MicroHealth is seeking a Principal Advisor – Emergency Management to serve as the principal operational bridge between the Bureau of Diplomatic Technology's enterprise data platforms and the operational mission elements of the Department supported by those platforms — including but not limited to medical operations, State Operations, Diplomatic Security, and interagency crisis response partners. This role combines expertise in emergency management, crisis response doctrine, mission readiness, and operational continuity planning with the ability to translate those requirements into platform capabilities.

Key Responsibilities
Serve as the principal operational bridge between the Bureau of Diplomatic Technology's enterprise data platforms and the operational mission elements of the Department across multiple cross-sector collaborators
Assess mission readiness architecture across the Department's globally distributed operational footprint
Identify capability gaps affecting operational readiness
Translate field-level operational requirements into (1) platform development input and (2) executive decision products
Demonstrate operational field experience in emergency response, crisis logistics, tactical medical operations, military operational deployment, or equivalent high-consequence environments
Independently interpret threat reporting, medical capability data, evacuation feasibility, logistics posture, and infrastructure status into structured readiness assessments without requiring intermediary subject matter translation
Maintain close coordination with senior leadership as well as enterprise platform development teams
Conduct analytical assessments of enterprise operational platforms to identify capability gaps, readiness deficiencies, and system vulnerabilities affecting the Department's ability to respond to emergencies globally
Develop and maintain readiness assessment frameworks integrating threat reporting, medical capability, logistics posture, evacuation feasibility, and infrastructure status into structured analytical products for senior leadership
Produce formal written assessments, readiness scorecards, and gap analyses serving as the evidentiary basis for emergency preparedness decisions
Serve as the primary coordination point between enterprise platform development teams and operational mission elements of the Department
Translate field-level operational requirements into system development input, platform feedback, and integration specifications
Represent the supporting bureau in operational reviews, working groups, and senior coordination forums
Conduct domestic and international travel (up to 25%) for operational assessments, stakeholder coordination, and platform evaluations
Support development and delivery of executive-level crisis decision products, operational briefings, and preparedness assessments
Advise on emergency action planning, continuity of operations frameworks, and crisis response architecture
Apply structured analytic techniques to ensure advisory products are logically sound and actionable
Monitor evolving threat conditions, operational requirements, and platform capabilities
Maintain current emergency management certifications and technical proficiencies
Participate in training, exercises, and professional development activities
Apply operationally derived knowledge to improve analytical frameworks and coordination processes
Document lessons learned from active crisis events, exercises, and operational deployments
Maintain and contribute to a knowledge repository of readiness assessment methodologies, SOPs, and after-action reviews
Support knowledge management activities, including training materials and operational insights sharing
Required Qualifications
Education
Bachelor's Degree in Emergency Management, Homeland Security, National Security Studies, Public Administration, International Affairs, Information Technology, Computer Science, or a closely related field
Graduate-level coursework or Master's degree preferred
Professional Skills & Competencies
8+ years of progressively responsible experience in emergency management, crisis response, operational readiness assessment, mission assurance, continuity of operations, or related field, with at least 3 years in a federal civilian, military, intelligence community, or equivalent high-consequence operational environment
Demonstrated experience producing formal analytical products or advisory documents submitted to senior leadership (GS-14+ or military O-5 equivalent+)
Demonstrated experience using or supporting enterprise operational data platforms (e.g., Palantir Foundry, ServiceNow, Tableau, Power BI, Esri ArcGIS, or equivalent)
Demonstrated coordination experience across multiple bureaus, agencies, or organizational entities
Demonstrated operational field experience in military deployment, emergency medical/fire service, federal law enforcement tactical operations, federal/state emergency management deployment, or Foreign Service crisis response
Clearance
Active Top Secret clearance with SCI eligibility required
Preferred Qualifications
Professional emergency management or continuity-of-operations training from a federal, military, or accredited civilian institution
Familiarity with overseas crisis scenarios (medical emergencies, security incidents, natural disasters, mass casualty events)
Prior experience supporting a Department of State bureau, regional bureau, or overseas diplomatic post
PMP, CEM, or equivalent certification
Experience designing or deploying readiness, threat, or operational dashboards
Salary: $140,000 - $150,000
