This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
Positions may or may not have a control point within bands. If the position has a control point; thus, the salary range for this position is capped at GS-15, step 05 which is currently equivalent to $191,850. If your current salary is above this amount, your salary may be matched.
This a Defense Acquisition Workforce position that requires a Program Management, Practitioner acquisition certification. The
incumbent has 60 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD
Instruction 5000.66.
Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in
accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University
(DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving
certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from
employment.
This position is covered by the Department of Defense Priority Placement Program.

- You will assist PMO 555 in all shipyard infrastructure acquisition, planning, programming, budgeting and execution activities.
- You will serve as the lead shipyard requirements program analyst to the Industrial Operations Division Director to integrate shipyard operations and requirements with supporting shipyard facilities and capital equipment.
- You will develop alternatives with a focus on improving shipyard performance and providing line managers with objectively based information for making programmatic decisions.
- You will evaluate existing data, schedules, execution and funding for informing management of overall program effectiveness.
- You will develop decision briefs and point papers in support of senior level decisions related to the execution of SIOP.
- You will develop, review and coordinate SIOP program documentation that aligns with managing fleet intermediate and depot-level ship and submarine maintenance.
- You will review infrastructure projects to ensure the scope and content of projects are aligned with SIOP direction and expectations.
- You will develop, review, interpret and implement programmatic strategy, policy and plans to support overall program execution for SIOP.
